HUBT established a School Council in accordance with the Law on Higher Education.

Hanoi University of Business and Technology held an Investor Conference to elect the University Council in accordance with the provisions of the 2012 Law on Higher Education, the amended Law No. 34/2018/QH14 supplementing a number of articles of the Law on Higher Education in 2018, and the guidance in Government Decree No. 99/2019/ND-CP.

Accordingly, the school has actively implemented steps to establish the School Council – the highest governing body of a higher education institution following the private school model.

The Vice Rectors: Assoc. Prof. Dr. Ha Duc Tru, Prof. Dr. Dinh Van Tien, Assoc. Prof. Dr. Pham Duong Chau, and Mr. Tran Duc Minh; chaired the meetings of the departments to introduce personnel to participate in the University Council.

The University Council is a strategically important institution in the modern university governance model. According to legal regulations, the University Council is responsible for: Deciding on the university's development strategy; Approving organizational and operational regulations; Supervising management, financial, and academic activities; Participating in the appointment and dismissal of the rector and other key leadership positions.

The establishment of the University Council is an important step towards enhancing transparency, accountability, and autonomy in university governance.

Due to differing opinions regarding ownership, the implementation of Decision 671/QD-TTg on the conversion of the school's legal form has been delayed. However, the school's leadership and founders remain steadfast in establishing the School Council based on identifying investors in accordance with Article 16a of Law No. 34/2018/QH14. At the end of 2024, the school conducted an audit of its equity capital to determine the list of investors. On July 21, 2025, the school published the list of investors on its official website.

By the time the Investor Conference was held, the University had not received any feedback or complaints regarding the eligibility of the investors identified in the audit report. Based on the audit results and legal advice, the University developed a plan to establish a University Council and transform the University into a non-profit private university, which was unanimously approved by the Investors and the Rector.

From October 2nd to 3rd, 2025, the Vice Rectors will chair meetings of the various departments to introduce candidates for the School Council (Department of Administration, Economics , Languages, Engineering, and Health), and gather feedback from the units on the proposed personnel structure for the School Council.

Accordingly, on October 13, 2025, Hanoi University of Business and Technology held a conference to introduce candidates for the University Council. Attending the conference were Prof. Dr. Nguyen Cong Nghiep – Secretary of the Party Committee, Standing Vice Rector; Vice Rectors: Assoc. Prof. Dr. Ha Duc Tru, Prof. Dr. Dinh Van Tien; Assoc. Prof. Dr. Pham Duong Chau, Mr. Tran Duc Minh; heads and deputy heads of departments; members of the University Party Committee; secretaries of the Party branches; members of the University Trade Union Executive Committee; presidents/heads of the trade unions of the units; and members of the Youth Union Standing Committee.

Among the guests attending the conference were: Ms. Vu Ngoc Uyen, Assistant to the Rector; Lawyer Tran Quoc Toan, Lawyer authorized by the Rector; and Lieutenant Colonel Duong The Hoang, from the PA03 Department of the Hanoi City Police.

At the Conference, delegates heard a summary report on the results of the personnel nominations from the five departments, which took place on October 2-3, 2025; a brief biographical introduction of the 12 individuals nominated by the departments; a vote was held to nominate personnel for the School Council; and the results of the personnel nominations for the School Council were announced. As a result, the Conference elected seven faculty members from the school to be nominated for election to the School Council at the Investor Conference.

During the preparation process, Hanoi University of Business and Technology placed special emphasis on democracy, openness, and transparency. Feedback from staff and lecturers was listened to and seriously considered to ensure that the structure of the University Council complied with legal regulations while also reflecting the unique characteristics and development direction of the university.

The establishment of the University Council is a necessary step to realize the autonomous university model, ensuring sustainable development, improving the quality of education, and integrating with regional and international higher education systems.

Hanoi University of Business and Technology recognizes that the University Council is a core institution that helps enhance oversight capacity, strategic direction, and promote the sustainable development of the university. Every step in the preparation process is conducted carefully, in accordance with regulations, and with extensive consultation.

Establishing the University Council is not only a legal requirement but also an opportunity for the university to transform itself towards more modern, transparent, and responsible governance. This is a significant milestone, laying the foundation for comprehensive and substantive university autonomy. In practice, HUBT implements the process seriously and democratically, ensuring the participation and consensus of all staff and faculty members in the university.

The establishment of the Hanoi University of Business and Technology's Council was carried out in accordance with legal regulations, ensuring democracy, openness, and transparency, demonstrating the determination of the leadership, investors, and faculty members of the entire university in completing the transformation of the university into a non-profit private institution, in line with the policies of the Government and the Ministry of Education and Training.

The University Council and the Board of Directors of Hanoi University of Business and Technology are announcing the results of the Investor Conference to elect members and the Chairman of the University Council for the 2025-2030 term.

On November 11, 2025, the University Council and the Board of Directors of Hanoi University of Business and Technology held a conference to announce the results of the Investor Conference electing members and the Chairman of the University Council for the 2025-2030 term. At the conference, delegates heard the proposal for establishing the University Council for the 2025-2030 term. They also heard a report on the results of the Investor Conference electing the University Council, which consists of 17 members, including 7 investors; 5 representatives of full-time staff and lecturers from each training unit; and 5 members from outside the university.

The school transformation and establishment of the School Board were initiated under the 2018 law. Overcoming numerous difficulties stemming from unclear understanding and differing viewpoints in choosing the approach, after a period of research and implementation following a roadmap that ensures compliance with the law, we have now determined the necessary steps to move forward.

Accordingly, the members of the University Council for the 2025-2030 term met to elect the Chairman of the University Council. Professor Dr. Hoang Van Cuong was elected by the members of the University Council to hold the position of Chairman of the University Council of Hanoi University of Business and Technology for the 2025-2030 term. Dr. Vu Ngoc Uyen was elected as Vice Chairman of the University Council, and Professor Dr. Nguyen Cong Nghiep was assigned by the University Council to be in charge of the university, acting as the legal representative and exercising the powers and responsibilities of the Rector. In addition, the Standing Committee of the University Council worked with the Board of Directors on: Announcing the results of the University Council Investor Conference; Announcing the Resolution of the Investor Conference on converting the University from a "private" model to a "non-profit private" model.
