Under the condition that hydroelectric reservoirs maintain the spillways, the water level upstream on the rivers is forecast to continue to rise.
To proactively respond and limit damage caused by floods, the Chairman of the People's Committee of Hung Yen province ordered a level II alarm on the Tra Ly River and a level I alarm on the left bank of the Hong Ha I dike, the left bank of the Hong Ha II dike, and the left bank of the Hong Ha river.
The Chairman of the Provincial People's Committee requested that for river dykes and Tra Ly estuary dykes, the Chairman of the People's Committee of communes and wards, and the Director of the North and South Thai Binh Irrigation Works Exploitation Company Limited direct and carry out patrols and guarding of dykes day and night according to the level II alarm on Tra Ly river; continue to strengthen inspection, detect and promptly handle developments and damages of dykes, embankments and culverts caused by floods, especially key weak points of dykes according to the motto "Four on-site". At the same time, review the preparation of materials, human resources and means to be ready to handle incidents from the first hour; do not let complicated developments lead to difficulties in handling which can lead to dyke failures.
Departments, branches and localities urgently deploy plans to protect the safety of people living in the embankment and dyke areas. For embankments and dykes, especially in residential areas, if they are considered unsafe, they must proactively let water in to prevent sudden breaches that cause damage to people and property after evacuating people and property to the main dyke; instruct people to secure aquatic and seafood cages on the river to minimize damage that may be caused by floods.

At the same time, install monitoring posts on vulnerable embankments; check sluices that have been decided to install backup piles and sluices that have been completed long ago; any sluice that does not meet flood protection requirements must be repaired immediately to ensure the safety of the dyke. Install backup buoys at all sluices under the dyke, and strictly implement the regulations on opening and closing the lower gates during the flood and storm season according to regulations.
Localities must resolutely clear material and goods dumps on river banks that obstruct flood drainage; immediately deploy measures to ensure the safety of people, crops, goods and property outside river banks, construction works on rivers and along rivers; urgently harvest crops and livestock in low-lying areas along rivers and estuaries that are ready for harvest to minimize damage caused by reservoir discharge. At the same time, proactively deploy plans to protect key dykes and dike works, prevent overflows at low dykes, dykes, and embankments at dyke routes (especially in downstream areas and estuaries); ensure the safety of people and property in dyke areas along river mouths to prevent floods combined with high tides causing overflows and breakage of dykes and dykes.
Provincial leaders, leaders of provincial departments, branches, sectors, units and technical staff assigned to work on natural disaster prevention and control in communes along Tra Ly river must be on duty at assigned locations, especially at key weak points of dikes, embankments and culverts, to advise on measures to handle incidents that may occur from the first hour.
