Orientation of research, education and guarantee and protection of human rights in the new era of the nation

On the morning of November 17, in Ho Chi Minh City, the Ho Chi Minh National Academy of Politics coordinated with the Ministry of Public Security and the Ho Chi Minh City Party Committee to organize a national scientific conference with the theme "Orientation for research, education and ensuring and protecting human rights in the new era of the nation".

The workshop was attended and chaired by Prof. Dr. Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council; Mr. Tran Luu Quang, Secretary of the Party Central Committee, Secretary of the Ho Chi Minh City Party Committee; Senior Lieutenant General Le Quoc Hung, Party Central Committee member, Deputy Minister of Public Security .

Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang affirmed that human rights have always been a consistent value in Ho Chi Minh's ideology and the Party's guidelines. Ho Chi Minh City, as an economic locomotive, has for many years focused on improving people's quality of life, ensuring social security and promoting democracy at the grassroots level.

In the period of 2021 - 2025, Ho Chi Minh City invested heavily in education with 435 projects, more than 2,800 new classrooms, and gradually expanded infrastructure to serve people's health care. Social security work was implemented synchronously, especially in supporting vulnerable groups and people affected by the COVID-19 epidemic. 100% of poor and near-poor households have access to basic social services; 100% of people with meritorious services and their families have received comprehensive material and spiritual care, and have a living standard of average or higher compared to the residential community.

Mr. Tran Luu Quang emphasized that entering a new development stage, the City and the whole country are facing new requirements on ensuring human rights in the context of the 4.0 industrial revolution, climate change and international integration.

"Inheriting and promoting the tradition of dynamism, creativity, humanity, and pioneering for the whole country, with the whole country, the 1st Congress of the Ho Chi Minh City Party Committee, term 2025 - 2030, set the goal of building Ho Chi Minh City into a civilized, modern urban area, a center of innovation, dynamism, and integration leading the cause of industrialization and modernization of the country," affirmed Mr. Tran Luu Quang.

Prof. Dr. Nguyen Xuan Thang, Director of the Ho Chi Minh National Academy of Politics, said that the workshop took place at a special time, when the entire Party and people were actively contributing ideas to the draft documents of the 14th National Congress. Vietnam is resolutely implementing a two-level local government model following the motto of integrity, creativity, serving the people and businesses, and a government for the people, close to the people, close to the grassroots. Promoting the human factor, taking people as the center has always been the consistent orientation.

According to Professor Nguyen Xuan Thang, the current task is to comprehensively summarize the work of research, education, guarantee and protection of human rights, thereby clarifying the position and role of human rights in the national development strategy.

He emphasized that research needs to "anticipate trends", especially new issues of the digital age such as: the right to protect personal data, the right to be protected from information manipulation, the right to create and access fair technology, and the right to enjoy the results of digital transformation.

“This is not just a legal concept, but also a profound ethical and political challenge,” said Professor Nguyen Xuan Thang.

One of the contents emphasized by Professor Nguyen Xuan Thang is the requirement to form a "digital social contract", a three-party cooperation model between the state, businesses and people in protecting privacy, personal data and network security.

“There is an urgent need to build a ‘digital social contract’ where actors share responsibility, while proactively responding to sophisticated forms of surveillance capitalism,” he asserted.

In addition, the head of the Ho Chi Minh National Academy of Politics suggested continuing to strengthen accountability, transparency and integrity of the public apparatus; eliminating the mindset of "if you can't manage it, then ban it"; building a transparent and safe business environment; protecting vulnerable groups in the spirit of Resolution 68/NQ-TW on private economic development.

He also emphasized the role of revolutionary press, socio-political organizations and communities in monitoring and spreading human rights values, contributing to promoting Vietnam's image and achievements in ensuring human rights after 40 years of renovation.

The workshop included two roundtable discussions with the following contents: Orientation of human rights research and education in the new era and Orientation of ensuring and protecting human rights in the new era of the nation. There, delegates focused on proposing strategic solutions for human rights research and education in the national education system, contributing to building a generation of digital citizens with a solid knowledge - ethics - legal foundation, meeting the requirements of the country in the period of digital transformation and deep integration.
