The North and North Central regions proactively respond to severe cold.

On November 17, the Ministry of Agriculture and Environment issued Document No. 9181//BNNMT-DD to the People's Committees of provinces and cities in the Northern, North Central and coastal regions from Quang Ninh to An Giang on proactively responding to severe cold and strong winds at sea.

According to the bulletin of the National Center for Hydro-Meteorological Forecasting, on the night of November 17, the weather in the Northern Delta and North Central regions will turn cold, the mountainous and midland regions of the North will be very cold, and some high mountainous areas will be very cold; the lowest temperature will be from 12-15 degrees Celsius, in mountainous areas from 9-12 degrees Celsius, and in high mountainous areas below 7 degrees Celsius.

The North East Sea area (including Hoang Sa special zone) has strong Northeast wind at level 7-8, gusting at level 9-10. The Gulf of Tonkin area, the sea area from South Quang Tri to Quang Ngai has strong Northeast wind at level 6-7, gusting at level 8-9. On November 18, the sea area north of the central East Sea has strong Northeast wind at level 6-7, gusting at level 8-9, the sea area from Gia Lai to Ca Mau has strong Northeast wind at level 5-6, gusting at level 7-8.

To proactively respond to severe cold, the Ministry of Agriculture and Environment recommends that provinces and cities in the Northern and North Central regions closely monitor warning bulletins and forecasts on the development of cold air and promptly inform local authorities and people to proactively take appropriate preventive measures.

At the same time, deploy plans to respond to the cold; in particular, strengthen guidance on ensuring health for people and students at boarding schools, and do not use coal stoves to heat in closed rooms to avoid human casualties.

Along with that, propaganda and guidance for livestock households to strengthen barns, cover and keep warm, store food; prevent and control diseases for livestock and poultry; guide measures to ensure safety for rice, vegetable and other crop production.

Regarding the situation of strong winds at sea, the Ministry of Agriculture and Environment requires coastal provinces and cities from Quang Ninh to An Giang to closely monitor warning bulletins, forecasts and developments of strong winds at sea; notify captains and owners of vehicles and vessels operating at sea to proactively prevent and have appropriate production plans, ensuring safety of people and property; maintain communication to promptly handle bad situations that may occur.

The above localities organize serious on-duty teams and regularly report to the Ministry of Agriculture and Environment (through the Department of Dike Management and Disaster Prevention and Control).
