At the meeting, delegates voted to dismiss Mr. Pham Hoang Son from the position of Chairman of the Provincial People's Committee for the 14th term, 2021-2026, because he was transferred to hold the position of Deputy Secretary of the Bac Ninh Provincial Party Committee; elected Mr. Vuong Quoc Tuan, Deputy Secretary of the Provincial Party Committee, to hold the position of Chairman of the Provincial People's Committee for the 14th term, 2021-2026.

In his speech accepting the assignment, Mr. Vuong Quoc Tuan affirmed that he will always uphold principles, discipline, and order, and together with the members of the Provincial People's Committee, build a united, democratic, and collective intelligence Committee; promote the responsibility of each individual, act decisively, creatively, effectively, coordinate, support each other, promote the achieved results, overcome difficulties, synchronously implement the Resolutions of the Party Congresses at all levels, the orientations and directions of the Central Committee, the Politburo , and the Secretariat in the new development period to best complete the set development targets, focusing on GRDP growth reaching and exceeding double digits.

According to Mr. Vuong Quoc Tuan, in order to successfully carry out the assigned tasks, Thai Nguyen needs to focus on implementing key tasks such as continuing to maintain discipline and administrative order, improving the effectiveness and efficiency of state management, resolutely handling harassment, negativity, fear of responsibility, and working half-heartedly causing stagnation. The province needs to perfect the two-level local government model, promote decentralization, authorization and administrative reform, in which digital transformation is identified as one of the strategic breakthroughs.

In addition, the province focuses on completing the adjustment of the Provincial Planning for the period 2025-2030, with a vision to 2050, reviewing and supplementing strategic traffic routes and diversifying forms of attracting investment resources from society; adding more land fund area for industrial development; quickly investing in infrastructure and attracting secondary investors for established industrial parks. At the same time, the province will prioritize comprehensively consolidating the system of dikes, dams and irrigation works, adjusting and promulgating construction and urban infrastructure standards and regulations in accordance with the requirements of climate change adaptation, in order to minimize the risk of flooding, landslides and extreme events.

Mr. Vuong Quoc Tuan, born in 1977, in Kinh Bac ward, Bac Ninh city (old), now Kinh Bac ward, Bac Ninh province, has a high level of political theory, professional qualification: Doctor of Business Administration. From May 2012 to May 2015, he was Secretary of Bac Ninh Provincial Youth Union; from May 2015 to July 2020, he held the position of Secretary of Bac Ninh City Party Committee. From July 2020 to July 2024, he was Permanent Vice Chairman of Bac Ninh Provincial People's Committee.

At the 13th National Congress of the Party, Mr. Vuong Quoc Tuan was elected as an alternate member of the 13th Party Central Committee. From July 2024 to November 2025, he held the position of Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee of Bac Ninh province. On November 15, the Politburo mobilized, assigned, and appointed him to participate in the Executive Committee, the Standing Committee, and hold the position of Deputy Secretary of the Thai Nguyen Provincial Party Committee for the 2025-2030 term.
