At the conference, the representative of the Central Organizing Committee announced the decisions of the Secretariat on approving Mr. Lu Quang Ngoi to cease participating in the Executive Committee, the Standing Committee, and to cease holding the position of Deputy Secretary of the Vinh Long Provincial Party Committee for the 2025-2030 term; at the same time, he was transferred and appointed to participate in the Executive Committee, the Standing Committee, and to hold the position of Deputy Secretary of the Ca Mau Provincial Party Committee for the 2025-2030 term.

Mr. Lu Quang Ngoi, born in 1972, hometown Cai Be district, old Tien Giang province (now Cai Be commune, Dong Thap province), has a bachelor's degree in Economic Law, a master's degree in Party Building, State Administration and a doctorate in Political Science. He has held many important positions in Vinh Long, such as Director of the Department of Labor - Invalids and Social Affairs, Secretary of Tam Binh District Party Committee, Vice Chairman and Chairman of Vinh Long Provincial People's Committee.

Mr. Nguyen Thanh Tam, Deputy Head of the Central Organizing Committee, assessed that Mr. Lu Quang Ngoi is a capable and experienced cadre in Party building and state management; determined, close to the grassroots; capable of gathering and uniting agencies and units. The transfer of Mr. Lu Quang Ngoi demonstrates the policy of rotating cadres of the Politburo and the Secretariat, ensuring that all Chairmen of the Provincial People's Committees are not local people, contributing to improving the effectiveness of leadership, direction and socio-economic development in localities...

Speaking at the conference, Mr. Lu Quang Ngoi appreciated the trust of the Politburo and the Secretariat in assigning him a new task and pledged to maintain his political mettle and moral qualities, putting the interests of the Party and the people first and foremost. He pledged to maintain the spirit of solidarity within the Party Executive Committee and the People's Committee of Ca Mau province, to build a clean and strong Party; to promote the spirit of working closely, practically, focusing on the grassroots, always being close to the people, respecting the people, understanding the people and sticking to reality to make Ca Mau province increasingly strong in all fields.

On the same day, the People's Council of Ca Mau province held the 5th session (special session) to elect the Chairman of the Provincial People's Committee for the 2021-2026 term for Mr. Lu Quang Ngoi. At the session, the delegates of the Provincial People's Council unanimously voted with high confidence to elect Mr. Lu Quang Ngoi, Deputy Secretary of the Provincial Party Committee, to hold the position of Chairman of the People's Committee of Ca Mau province for the 2021-2026 term.

Mr. Lu Quang Ngoi takes on the position of Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee of Ca Mau province, replacing Mr. Pham Thanh Ngai, former Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee of Ca Mau province, who was transferred to another assignment.
