
Before the arrangement of commune-level administrative units, without organizing district-level administrative units (before July 1, 2025), Quang Ninh province had 11 communes and towns recognized as island communes (including 5 island communes in Van Don district: Ngoc Vung, Thang Loi, Quan Lan, Minh Chau and Ban Sen; Cai Chien commune in Hai Ha district; Vinh Trung and Vinh Thuc communes in Mong Cai city; Co To town, Dong Tien commune, Thanh Lan commune in Co To district).
After the administrative unit arrangement, the entire Van Don district became Van Don special zone (including 5 island communes) and Co To district became Co To special zone (including 3 communes and towns), two communes Vinh Trung and Vinh Thuc were merged into Vinh Thuc commune. Therefore, the whole province currently has only 4 communes and special zones recognized as island communes.
Recognizing island communes helps localities get priority in integrating into socio -economic development programs and projects on seas and islands, and building preferential policies and specific support on salaries, allowances, subsidies, housing, healthcare, and education for cadres, civil servants, public employees, and people.
Recently, on October 17, the 14th term People's Council of Quang Ninh province held its 32nd session and issued a policy to support the travel of cadres, civil servants, public employees, and workers affected by the reorganization of commune-level administrative units. In particular, the province supports 3 million VND/person/month for cadres, civil servants, public employees, and workers on Quan Lan, Minh Chau, Thang Loi, Ngoc Vung, and Ban Sen islands working at the Van Don Special Zone Administrative Center.
