Mobilizing more than 323 billion VND to support Vietnamese victims of Agent Orange/dioxin

In 2025, the Vietnam Association of Victims of Agent Orange/Dioxin (Association) mobilized a huge resource of more than 323 billion VND to carry out activities to care for and help victims across the country.

At the Third Executive Committee Meeting, Term V, held on December 9, the Association not only summarized a year of efforts to overcome difficulties, but also identified key, turning-point tasks for 2026, especially the 65th Anniversary of the Agent Orange Disaster, continuing to steadfastly fight for justice.

On the afternoon of December 9, at La Thanh Guest House ( Hanoi ), the Vietnam Association of Victims of Agent Orange/Dioxin held the Third Executive Committee Meeting, term V, term 2023-2028. This is an important occasion to review the efforts made in 2025 and orient the next activities, affirming the spirit of "Solidarity - Compassion - Responsibility - For victims of Agent Orange" of the entire Association.

Speaking at the program, Lieutenant General Nguyen Huu Chinh, Chairman of the Vietnam Association of Victims of Agent Orange/Dioxin, emphasized: 2025 is the second year the Association implements the Resolution of the 5th Congress. Despite facing many challenges from the context of the country organizing Party Congresses at all levels and implementing the streamlining of the organizational apparatus, the Association still receives deep attention from the Party, the State and the cooperation of the whole society, thanks to which it has completed all aspects of its work.

One of the most outstanding successes is the mobilization of resources. The entire Association system has made efforts to mobilize a total of more than 323,456 billion VND (of which the Central Fund collected nearly 8 billion VND and the Local Fund collected more than 315 billion VND). These financial resources have been transformed into practical actions, directly alleviating the pain of Agent Orange.

Specifically, the Association has supported the construction and repair of 317 houses of gratitude, creating stable accommodation for the victims. In addition to care work, the Association has demonstrated its role as a representative organization by actively advising and making proposals to the Party and the State. The Association has seriously implemented the Central Committee's decisions on organizational restructuring and especially the proposal to summarize 10 years of implementing Directive No. 43-CT/TW of the Secretariat.

To overcome these shortcomings, the Conference agreed to set the goal of 2026 as creating new momentum and expanding influence. In addition to promoting resource mobilization to maintain and improve the quality of care and assistance for victims, the Association also aims to promote people-to-people diplomacy with plans to organize 07 delegations and welcome 10 international delegations. The Association is determined to continue to monitor and fight for justice for the victims in the lawsuit of Ms. Tran To Nga.

The conference also recommended that relevant ministries and branches pay special attention. In particular, the Association recommended that the Ministry of Health and the Ministry of Home Affairs consider resolving cases of resistance fighters infected with toxic chemicals with missing records and proposed applying a special social protection policy with higher benefits and better care for the third generation (grandchildren) of resistance fighters infected with AO. In addition, the Association requested the Office of the National Steering Committee 701 to report and propose to the Government to allow the organization of a nationwide General Census of Agent Orange victims, creating a solid database for future care and assistance work.
