(ABO) At the recent meeting with voters of the National Assembly Delegation of Tien Giang province, voters of Tan Phu Dong district were very interested in eliminating temporary and dilapidated houses.

Specifically, voters of Phu Dong commune requested more information on the identification of temporary and dilapidated houses so that people can understand. At the same time, what solutions has the local government had to support households with housing difficulties but do not meet legal conditions for land?

Responding to the above issue, the leader of Phu Dong commune said that according to Decision No. 55/QD-BXD issued on January 20, 2025 guiding the criteria for temporary houses and dilapidated houses; temporary houses and dilapidated houses are houses built on land without disputes, not in the case of houses that must be demolished according to regulations and meeting one of the criteria on housing area, housing structure, and time of use.

Specifically, housing criteria for single-parent households are less than 18 m2 ; in the case of households, the area is less than 30 m2 and the average area per capita is less than 8 m2 .

The criteria for housing with an unstable structure are housing with at least two of the three main structures including foundation, frame - wall, and roof made of unstable materials, not ensuring safety for users.

An unstable structure is a structure that does not fall into the following cases: The foundation is made of materials that increase the hardness of the foundation such as cement mortar - sand, concrete, reinforced concrete, bricks, stones, tiles, wood; the frame - wall includes the frame system, columns, walls including the support foundation; in which, the frame and columns are made of reinforced concrete, iron, steel, durable wood; the wall is built of bricks, stones, or made of durable wood, metal; the roof includes the roof support system and roofing; in which, the roof support system is made of reinforced concrete, iron, steel, durable wood; the roof is made of reinforced concrete or tiled.

In case of flat roofs made of imitation tiled corrugated iron, cold-rolled corrugated iron, heat-insulated corrugated iron, corrugated iron and with a sturdy supporting structure (iron, steel, or durable wood frame) firmly connected to masonry walls and reinforced concrete columns, the corrugated iron roof in this case is considered a durable material.

Criteria for time of use: houses built with durable materials with a time of use of 20 years or more, not renovated or repaired, currently degraded, damaged, and unsafe to use.

Secretary of the District Party Committee, Chairman of the People's Committee of Tan Phu Dong District Bui Thai Son emphasized that the Government 's policy of eliminating temporary and dilapidated houses is a very humane policy, leaving no one behind in the development process, especially implementing the policy of sustainable poverty reduction and multidimensional poverty reduction. Currently, the goal is that by the end of 2025, the whole country will complete the task of eliminating temporary and dilapidated houses.

To date, Tan Phu Dong district has been assigned to build 14 houses. In the first phase, the district has completed 8 houses and is continuing to build 6 houses, targeting poor households, near-poor households, and families with revolutionary contributions.

In addition, Tan Phu Dong district has 32 cases of people with housing difficulties, but do not meet the conditions to propose building houses under the temporary and dilapidated house demolition program. The reason is that they do not have land ownership and do not belong to the residential land category. The locality supports to overcome difficulties by guiding households to complete procedures to change the land use purpose from agricultural land to residential land to meet the legal land conditions according to regulations.

Speaking at the meeting, delegate Nguyen Minh Son acknowledged the opinions and recommendations of voters and provided information and clarification on some related issues regarding the policy of merging provinces and streamlining the apparatus. Regarding recommendations under the authority of the Central Government, the Provincial National Assembly Delegation will synthesize and provide opinions to the Central ministries, branches and the National Assembly for consideration and solutions in the coming time.
