Action plan for implementing the Digital Transformation Strategy for Journalism

(HNMO) - Minister of Information and Communications Nguyen Manh Hung recently signed Decision No. 781/QD-BTTTT dated May 8, 2023, promulgating the Action Plan for implementing the Digital Transformation Strategy for Journalism until 2025, with a vision to 2030. The plan aims to effectively and qualitatively implement the goals and tasks of the Digital Transformation Strategy for Journalism until 2025, with a vision to 2030, as outlined in Decision No. 348/QD-TTg dated April 6, 2023, of the Prime Minister.

In this action plan, the Ministry of Information and Communications has requested a clear definition of tasks, completion timelines, and implementation responsibilities for each agency and unit in carrying out the assigned tasks at each specific stage.

The 2023-2025 period includes 8 targets: Press agencies uploading content to digital platforms (prioritizing domestic digital platforms) will reach 30% in 2023; 50% in 2024; and 70% in 2025.

News agencies are using centralized, integrated data analysis and processing platforms, applying artificial intelligence to optimize operations, aiming for 20% in 2023, 30% in 2024, and 50% in 2025.

The media organization operates a converged newsroom model, in line with the development of advanced science and technology worldwide, producing content according to digital journalism trends, aiming for 30% in 2023, 50% in 2024, and 80% in 2025.

Media outlets are optimizing their revenue streams, aiming for a minimum revenue increase of: 5% of media outlets increasing revenue by 5% in 2023; 15% of media outlets increasing revenue by 10% in 2024; and 30% of media outlets increasing revenue by 20% in 2025.

Higher education institutions specializing in journalism or with journalism departments should update their students' knowledge and skills in the digital journalism environment within their training programs: achieving 80% by 2023; 95% by 2024; and 100% by 2025.

Leaders, officials, reporters, and editors of media agencies will receive training and skills development in digital transformation for journalism, reaching 40% by 2023; 70% by 2024; and 100% by 2025.

Electronic news agencies will implement solutions to ensure information system security at level 3 or higher, reaching 40% by 2023; 70% by 2024; and 100% by 2025.

In addition, the formation and development of national digital platforms for journalism will be completed by 2025, including platforms for digital radio, digital television, and online journalism.

The 2026-2030 period has four targets. These include: by 2030, 100% of media outlets will upload content to digital platforms (prioritizing domestic platforms); 100% of media outlets will use centralized data analytics and processing platforms, applying artificial intelligence to optimize operations; and 100% of media outlets will operate a converged newsroom model, in line with the development of advanced science and technology worldwide, producing content according to digital journalism trends…
