
In the period of 2024 - 2025, the Vietnam Fatherland Front Committees at all levels of Hai Phong city will promote their core role, mobilizing the combined strength of the entire political system and the entire population to participate in the movement "The whole country joins hands for the poor, leaving no one behind". Thereby, making an important contribution to the goal of sustainable poverty reduction, towards building a city with "no more poor households" by 2028.
Care in many forms
In early November 2025, the spacious "Great Unity" house of Mr. Nguyen Van Tam's family, a near-poor household in Residential Group 11 Thiem Khe (Luu Kiem Ward) was completed in the joy of the whole family. Mr. Tam had a work accident, his wife is in poor health, and is raising 3 young children, one of whom is mentally retarded.
With the attention and connection of the Fatherland Front of the ward, the house of more than 48 square meters was built with a total cost of 235 million VND. Of which, the City Inspectorate and VSIP Hai Phong Co., Ltd. supported 60 million VND; the Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of the ward supported 10 million VND with the cooperation of local people and relatives. The new house helps Mr. Tam's family have a stable place to live, a source of encouragement for him to strive to rise up.
Mr. Tam's house is one of the three "Great Unity" houses of the ward that were supported to be newly built on the occasion of the 95th anniversary of the Vietnam Fatherland Front's Traditional Day, in which the remaining two houses were supported with 100 million VND/house from the city's "For the Poor" Fund. Chairwoman of the Vietnam Fatherland Front Committee of Luu Kiem Ward, Le Thi Le Thuy, informed that the ward no longer has poor households, only 129 near-poor households.
The Fatherland Front of the ward maintains practical support activities, ensuring that no one is left behind, especially promoting propaganda and mobilizing the construction of the "For the Poor" Fund and other social resources; paying regular attention to near-poor households and households in sudden difficulties, not allowing new poor households to arise.
On the other hand, promote the role of the Front Working Committee in residential areas in grasping, introducing, and proposing timely support for difficult circumstances; innovate support forms, focus on giving "fishing rods" rather than "fish", helping people have jobs and stable income.
In Nghi Duong commune, the work of caring for near-poor households and households in difficult circumstances has been implemented synchronously by the Front, in conjunction with propaganda and mobilization of the people. Chairman of the Vietnam Fatherland Front Committee of the commune Pham Van Tuy said that the commune currently has 177 near-poor households and more than 1,000 social protection beneficiaries. The commune Front directed 19/19 villages to actively mobilize support for the "For the Poor" Fund, and organized the giving of more than 120 gifts, each worth 500,000 VND, to disadvantaged households on the National Great Unity Day.
Not only providing material support, from the beginning of 2025 until now, the Commune Fatherland Front has coordinated with departments, branches and organizations to organize 6 training courses on production and livestock techniques, introduce new rice varieties, helping people improve productivity, gradually escape poverty through their own labor.

Mobilizing people, taking care from the root
On the occasion of the 95th anniversary of the Vietnam Fatherland Front's Traditional Day, the Vietnam Fatherland Front Committee of the city supported the construction of 190 Great Unity houses for poor and near-poor households in the area from the city's "For the Poor" Fund. Each household was supported with 100 million VND to build a new solid house, with a minimum area of 30 square meters, ensuring the "3 hard" criteria including a hard foundation, hard wall frame, and hard roof.
At the groundbreaking ceremony for the construction of Great Unity houses in Ha Tay and Thanh Ha communes, comrade Pham Van Lap, Deputy Secretary of the City Party Committee, Chairman of the Vietnam Fatherland Front Committee of the city affirmed that supporting the construction of houses for poor and near-poor households is an activity with profound humanitarian significance, demonstrating the spirit of mutual love and solidarity and the good values of the great unity of the entire nation. Party committees, authorities and Fatherland Fronts at all levels need to continue to mobilize all social resources to help the poor stabilize their lives and escape poverty sustainably.
After the merger of Hai Duong province and Hai Phong city, the Eastern Hai Phong area completed the target of no more poor households by the end of 2024; while in the Western Hai Phong area, the poverty rate decreased to 0.96%; near-poor households decreased to 1.3%. Entering the 2025 - 2030 period, the Vietnam Fatherland Front Committee of the city set a target of striving for Hai Phong to have no more poor households by 2028 according to the multidimensional poverty standard for the 2026 - 2030 period.
To achieve the goal, the City Fatherland Front has promoted the mobilization of the "For the Poor" Fund and other social resources, striving to mobilize 60 - 80 billion VND during the term, of which at least 40 billion VND will be mobilized through the "For the Poor" Fund. Along with that, the Fatherland Front at all levels has strengthened coordination to effectively implement specific policies to support people in poor households, near-poor households, and newly escaped-poverty households in the city; focusing on livelihood support, job introduction, vocational training, helping people proactively rise up and escape poverty sustainably. At the same time, linking care for the poor with praising and replicating typical examples of poverty escape, arousing the will to be self-reliant and self-reliant in the community.
From 2024 to now, the Vietnam Fatherland Front at all levels in the city has implemented many synchronous solutions in sustainable poverty reduction. The "For the Poor" Fund Mobilization Committee at all levels has been strengthened, the fund management and use regulations have been reviewed and supplemented to suit practical conditions. From the fund, the Fatherland Front at all levels has supported the construction and repair of 1,929 Great Solidarity houses, of which 1,148 new houses were built and 781 houses were repaired, with a total cost of 116.4 billion VND; and more than 340,700 gifts worth 370.2 billion VND were given to poor households, near-poor households and disadvantaged people.
