Overcoming the consequences of storm No. 3 and floods: Reconstruction and restoration of agricultural production

Disaster relief efforts

In Tuyen Quang province, the flood has gradually receded, but many fields are still covered in mud and crops have been destroyed. More than 20,200 houses have been damaged, 5,400 hectares of rice and 3,400 hectares of corn have been damaged, along with nearly 1,000 hectares of fruit trees in a state of failure.

Mr. Nguyen Dai Thanh, Director of the Department of Agriculture and Rural Development of Tuyen Quang province, said that the total damage amounted to more than 1,300 billion VND. To overcome the situation, the Department of Agriculture and Rural Development of the province has implemented measures to support farmers such as filling the land, adjusting the water level, clearing weeds and spraying pesticides. Farmers are urgently cleaning the fields and replanting broken and dead trees. However, the workload is still very large, requiring timely and effective support.

Thai Binh province, although not in the eye of the storm, also suffered serious damage. In Dong Xuan commune, Dong Hung district, Cua Chua field was flooded, causing about 30% of Mr. Vu Tien Tham's family's rice field to be lost. Heavy rains flooded thousands of hectares of summer-autumn rice in Tien Hai and Quynh Phu districts, causing 20-70% damage depending on the area.

Mr. Do Tien Cong, Head of the Department of Agriculture and Rural Development of Quynh Phu District, said that the district is actively supporting farmers to overcome the damage and adjust production plans. In Hai Phong City, the city has cut down on non-urgent tasks to prioritize recovery and production recovery. The Department of Construction is implementing emergency repair procedures, while the Department of Labor, Invalids and Social Affairs is taking care of the lives of affected workers.

The Hai Phong City Party Committee has directed research into solutions to support farmers and businesses that have suffered losses. The Vietnam Bank for Social Policies will increase its capital trust to support businesses and households in borrowing at low interest rates, while considering debt relief and debt extension measures for those who have suffered heavy losses.

Know what farmers need to support

The damage after storm No. 3 is very severe, requiring the joint support of the business community and associations. However, localities also need to clearly identify what the people need, not just give whatever we have to the people.

The Ministry of Agriculture and Rural Development is also coordinating with localities to understand the actual needs of each locality and the needs of the people. If it is about seeds, what kind of seeds and materials do people need?

On that basis, the Ministry of Agriculture and Rural Development will make a list so that businesses can distribute directly with the goal of money and goods reaching people in the most practical and effective way.

The Ministry of Agriculture and Rural Development has also assigned the Department of Crop Production to fully compile statistics, record and express gratitude for the contributions of businesses, then make specific plans for each locality, balancing the needs of each locality to invite businesses and representatives of the Ministry of Agriculture and Rural Development to provide support to each locality.

Production recovery solutions and support

With only about 4 months left until Tet, localities that have just experienced storms and floods such as Bac Giang, Tuyen Quang, Yen Bai, Phu Tho, Thai Nguyen, Hai Duong, and Nam Dinh are racing to overcome natural disasters and restore production. In Tuyen Quang, after the flood, officials instructed farmers to restore crops by filling in, adjusting water levels, and clearing weeds. For vegetables, ditches need to be dug to allow water to drain quickly.

“We are instructing farmers to clean up and replant with new varieties,” said Nguyen Dai Thanh. In Thai Binh, farmers are being instructed to spray pesticides to prevent disease. The Department of Agriculture and Rural Development of Quynh Phu district is reviewing the damage and providing new varieties and necessary materials to support farmers.

Recently, the Ministry of Agriculture and Rural Development has organized many working groups to the northern provinces affected by natural disasters to assess the damage and direct solutions to restore production. Deputy Minister of Agriculture and Rural Development Phung Duc Tien requested localities to renovate fields, gardens, hills, treat soil, water and infrastructure, and prepare seedlings and livestock to restore production.

He also asked the provinces of Thai Nguyen, Tuyen Quang, Yen Bai, Phu Tho, and Bac Giang to quickly summarize their needs to propose to the Government and ministries for timely support, including livestock, crop cultivation, and aquaculture. The Ministry of Agriculture and Rural Development pledged to support localities so that farmers can soon stabilize production and restore their income.

Farmers need seeds and materials

According to statistics from the Ministry of Agriculture and Rural Development, as of September 18, storm No. 3 had affected about 312,000 hectares of various crops. Of which, rice area was 200,000 hectares, vegetables were 51,000 hectares, and other crops were 61,000 hectares.

Given this damage, it is urgent to prepare agricultural materials and seeds (especially rice seeds) to ensure timely harvests and production recovery. Therefore, on September 18 in Hanoi, Deputy Minister of Agriculture and Rural Development Hoang Trung chaired a conference on crop recovery and agricultural production after storms and floods.

The Plant Protection Department said that to ensure timely production for the 2024-2025 winter-spring crop, the urgent needs of localities include: 15,000 tons of rice seeds, 112 tons of vegetable seeds and 980 tons of corn seeds. Currently, the national reserve has more than 4,100 tons of rice seeds, 250 kg of vegetable seeds and more than 257 tons of corn seeds, ready to meet the demand.

At this conference, many businesses and associations contributed to support farmers in localities that have suffered heavy losses due to storms and floods, and committed to providing maximum support to help farmers quickly restore production.

Mr. Tran Manh Bao, Chairman of the Board of Directors and General Director of ThaiBinh Seed Group, said that supporting people in flood-hit areas is very important. The Group will provide 30 tons of corn seeds and 20 tons of rice seeds (equivalent to 3 billion VND) to people through the Ministry of Agriculture and Rural Development.

“We are committed to not increasing seed prices so that people can feel secure in production,” said Mr. Bao. Binh Dien Fertilizer Joint Stock Company also committed to supporting 3 billion VND in materials, of which 1 billion VND is for fertilizer costs, the rest is for corn and rice seeds. The products will be delivered directly to localities according to the list of the Ministry of Agriculture and Rural Development.

Similarly, Vietnam Seed Group Joint Stock Company (Vinaseed) has allocated VND3 billion to support through plant seeds. Vietnam Joint Stock Company has committed to supporting corn seeds and VND1.2 billion in cash for farmers in Lao Cai, Yen Bai, and Cao Bang.

Meanwhile, the representative of Bayer Vietnam Company, Mr. Nguyen Truong Vuong, said: "Bayer Vietnam will support 20 tons of corn seeds (equivalent to 2.4 billion VND) for the provinces of Yen Bai, Lao Cai and Phu Tho".
