The cause of the deterioration is due to the high density of vehicles, especially heavy trucks, combined with prolonged rain. The investor has requested to remove the damaged asphalt layer, reinforce the foundation, and re-pave the entire road; for severely damaged areas, the entire foundation and road surface will be replaced. Maintenance, repair, and quality control of materials and construction will also be tightened. According to the plan, on the evening of September 16, temporary asphalt will be laid at damaged areas in the two tunnels HC1 and HC2; by September 21, the thorough treatment will be done. As for Nguyen Van Linh Street around the underpass area, temporary repairs will be completed before September 26 and comprehensive repairs will be done before September 30.
In addition to this intersection area, many sections along the entire Nguyen Van Linh route (from Highway 50 to Highway 1) are also degraded. The route is operated by the Southern Area Management Board, while the HCMC Department of Transport manages it.
