Overcoming floods, Dong Dang - Tra Linh Expressway determined to keep the target of opening the route by the end of 2025

According to the report from the Project Enterprise, the damaged areas are mainly concentrated at the construction sites of bridges, public roads, marshlands, production fields and power systems. The total preliminary damage is estimated at 14.5 billion VND.

Specifically, the bridge items were affected at Km7+750, Km69+720, Km70+000 and Km79+250, with incidents such as flooding, equipment being swept away, landslides, subsidence, damage to Super T girders, precast girders, sheet piles drifting and loss of construction machinery. The total damage at the bridge points amounted to nearly 3.72 billion VND.

The public service routes at Km25+750, Km26+950 and Km28+910 were severely eroded by heavy rain, the roadbed and temporary bridges were washed away, directly affecting construction activities and material transportation. The damage on these routes amounted to more than VND8.36 billion.

The girder yard at Km68+525 was the most severely affected area when heavy rain caused erosion, landslides, soil erosion, damaged girders, and completely lost the construction site. The estimated damage here was up to 7 billion VND.

In addition, some other items such as electricity, corn fields, main roads and temporary roads were also damaged by landslides, flooding and flash floods, causing 2 electric poles to fall, materials to float away and houses to be flooded, with a total damage value of over 530 million VND.

In order to realize the goal of opening the route by the end of 2025, investors and contractors at the Dong Dang - Tra Linh Expressway Project are actively coordinating with local authorities to thoroughly overcome challenges in site clearance, geology and especially weather.

Recently, contractors have mobilized more human resources and equipment to increase the number of construction teams, develop construction plans during the rainy season, provide training on labor safety, environmental sanitation and emergency response in case of incidents in extreme weather conditions.

To speed up the construction progress of the Project, more than 3,200 personnel and 1,458 specialized machines and equipment are operating on 286 construction sites, with output to date reaching about 3,172/10,438 billion VND (equivalent to 30% of the contract value).

Although included in the response plan, the prolonged rain and floods in recent times have caused significant property damage, greatly affecting the construction activities of contractors and the progress of the entire project.

In that context, in addition to the goal of ensuring progress, project implementing units pay special attention to factors of labor safety and environmental sanitation, while prioritizing the implementation of maximum support measures for local people affected by floods and construction activities.

Faced with the complicated weather developments, Mr. Dang Tien Thang - General Director of the Project Enterprise said that the unit is closely coordinating with contractors, supervision consultants, and local authorities to deploy emergency response measures, while coordinating with insurance companies to deploy remedial measures, support to reduce damage to contractors as well as affected people, and ensure safety for workers and machinery at the construction site.

“The project enterprise has directed contractors to urgently add a layer of loose stone on the public road surface to prevent mud, ensuring smooth traffic for construction immediately after the rain stops; at the same time, add temporary drainage works across rivers and streams to reduce drainage pressure and limit the risk of landslides recurring, ... these volumes will be confirmed by the parties, and additional costs will be calculated for the contractor,” said Mr. Dang Tien Thang.

The project enterprise also requires construction units to regularly update weather conditions, proactively prepare plans to prevent natural disasters, respond to unusual weather conditions, and be ready to speed up when weather conditions are favorable to compensate, gradually control progress to ensure the goal of opening the route according to the direction of the Prime Minister .
