In his opening remarks at the session, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council stated: The 44th session is the last regular session of the 17th Provincial People's Council, term 2021-2026. This session will not only assess the results of socio -economic development in 2025, but also discuss and decide on key tasks for 2026 and the 2025-2030 period to gradually concretize the Resolution of the 18th Provincial Party Congress into practice.
The meeting will consider and pass 24 resolutions, including 3 personnel resolutions and 21 resolutions in many fields. The Provincial People's Council will organize group discussions, select topics for discussion at the meeting; organize question and answer activities.
He suggested that the Provincial People's Council delegates promote responsibility, courage, objectivity, spend time carefully studying documents, discuss frankly, analyze deeply, and give practical advice; continue to maintain the spirit of "speaking correctly - asking correctly - discussing correctly - deciding correctly" to ensure that each resolution issued is feasible, meeting the development requirements of the province and the expectations of voters.
He requested the Provincial People's Committee, departments and branches to continue to explain clearly, fully and directly to the point, especially on contents with many different opinions or directly related to the legitimate rights of the people; at the same time, be ready to participate in the question and answer session at the meeting with the highest sense of responsibility.
During the program, the Chairman of the Provincial People's Committee presented the Provincial People's Committee's report on the implementation of the socio-economic development plan for 2025; and the goals, tasks, and plans for 2026.
According to the report, with the close and timely leadership and direction of the Provincial Party Committee, the supervision and coordination of the Provincial People's Council, the Provincial Vietnam Fatherland Front Committee, the proactive, flexible and drastic management of the Provincial People's Committee, the efforts of all levels and sectors, the accompaniment and support of the People and the business community, the province's socio-economic situation in 2025 achieved many positive results.
Notable achievements include: The province completed the reorganization of agencies and units ahead of schedule, implementing a two-tiered local government system; the gross regional product (GRDP) growth rate is estimated at 8.06 (ranking 18th out of 34 provinces and cities nationwide and 3rd out of 9 provinces in the Northern Midlands and Mountains region); the total import and export turnover of all types of goods through the province reached US$86.14 billion (an increase of 44.6% compared to the same period in 2024); state budget revenue exceeded the forecast, reaching the highest level in the term, estimated at over VND 18,000 billion, achieving 168.2% of the forecast (an increase of 60.1% compared to the same period in 2024)...
The socio-cultural field has many improvements; the province has organized a ceremony to receive the title of Lang Son UNESCO Global Geopark, the best tourist village in 2025; completed the program to eliminate temporary and dilapidated houses; social security is guaranteed, people's lives continue to improve. National defense and security are maintained, foreign affairs activities are expanded and strengthened...
In his address to the session, the Provincial Party Secretary acknowledged and commended the positive results achieved by the Provincial People's Council, the Provincial People's Committee, all levels and sectors, the business community, and the people of all ethnic groups in the province in 2025.
The comrade proposed that the Provincial People's Council, its representatives, the Provincial People's Committee, and all agencies and units pay close attention to seriously implementing the Action Program for the implementation of the Resolution of the 18th Provincial Party Congress; the Provincial Party Committee's Resolution on tasks for 2026; and the Provincial People's Council's Resolution on socio-economic development in 2026. Focus on economic development, ensuring a growth rate of 10-11%; accelerate administrative reform, improve the investment and business environment, and enhance provincial competitiveness. Strengthen discipline and order, improve the capacity, sense of responsibility, and public service ethics of the team of officials and civil servants.
At the same time, promote digital transformation, build e-government, digital government and interconnected and synchronous databases; lead and direct the successful organization of the election of deputies to the 16th National Assembly and the election of People's Council deputies at all levels for the 2026-2031 term.
He suggested that the People's Council, the Standing Committee of the People's Council, and the committees of the Provincial People's Council continue to promote the spirit of innovation, effectiveness, and efficiency in their work; promote the supervisory function in many forms. The Provincial People's Council delegates promote the role and responsibility of the People's representatives; actively grasp the grassroots and localities, listen to the opinions and recommendations of voters, and promptly convey them to competent authorities for consideration and resolution.
This morning, the meeting heard a summary report of the results of the examination of the Provincial People's Council committees on the implementation of tasks and socio-economic development goals. national defense, security, and ensuring social order and safety in the province. 2025; goals, tasks, and plans for 2026; announcement of the Provincial Vietnam Fatherland Front Committee on government building participation in 2025; report and review of the report on the results of handling voters' opinions and recommendations at the 39th session of the Provincial People's Council, term XVII, term 2021 - 2026.
At the same time, delegates listened to presentations from the Provincial People's Committee and verification reports from the Provincial People's Council committees on draft resolutions of the Provincial People's Council concerning issues such as: the 5-year socio-economic development plan 2026-2030; the 5-year financial plan 2026-2030; regulations on principles, criteria and allocation norms for recurrent expenditure budget of the local government in 2026; the public investment plan for 2026; the initial land price list for 2026 in the province; approval of the Lang Son province rural transport development project for the period 2026-2030; regulations on policies to support the implementation of social housing construction investment projects in the province in phase 2; regulations on the level of support for social insurance contributions for voluntary social insurance participants in the province in the period 2025-2030; Regulations for awarding the "For the Cause of Building and Developing Lang Son Province" Commemorative Medal…
During the program, the Provincial People's Council carried out the procedure to relieve Mr. Hoang Van Nghiem, former Secretary of the Provincial Party Committee and former Head of the Provincial National Assembly Delegation, from his duties as a member of the Provincial People's Council, 17th term, 2021-2026. This is because on October 5, 2025, the Politburo issued Decision No. 2452, transferring and appointing him to the Executive Committee and Standing Committee, and to hold the position of Secretary of the Son La Provincial Party Committee for the 2025-2030 term, effective from October 15, 2025. On October 20, 2025, the Standing Committee of the National Assembly issued Resolution No. 1870 approving the election results of Mr. Hoang Van Nghiem, a member of the 15th National Assembly, to the position of Head of the 15th National Assembly Delegation of Son La province.
At the same time, the session carried out the procedure to dismiss Mr. Nguyen Tien Trung, former Director of the Provincial Police Department, from his position as a member of the Provincial People's Committee, 17th term, 2021-2026 (due to his transfer by the Ministry of Public Security to take up the position of Director of the Quang Ninh Provincial Police Department from November 21, 2025); and elected Mr. Vu Thanh Tung, Director of the Provincial Police Department, as a member of the Provincial People's Committee, 17th term, 2021-2026 (previously, Mr. Vu Thanh Tung, Deputy Director of the Department of Investigation of Crimes related to Corruption, Economics, and Smuggling, Ministry of Public Security, was transferred and appointed by the Ministry of Public Security to take up the position of Director of the Lang Son Provincial Police Department from November 21, 2025).
