
In early September 2025, the three border communes of Mau Son, Quoc Khanh, and Kien Moc began land clearance for three multi-level school projects. The total area to be acquired is 20 hectares, affecting 52 households. To date, land clearance has been 100% completed.

The rapid land clearance results were achieved thanks to the effective efforts of the government and relevant agencies in mobilizing and persuading those whose land was being expropriated.
The Mẫu Sơn commune's multi-level school project in Long Đầu village requires the acquisition of 6.9 hectares of land, including 19 cases involving the acquisition of forest land and garden land, and 13 graves that need to be relocated within the project's scope.
Mr. Hoang Vinh Hung, Chairman of the Mau Son Commune People's Committee, said: "This project is implemented under a special mechanism, therefore land clearance is very urgent. To accelerate the land clearance process, the Commune People's Committee organized meetings with residents, inviting influential people to participate to provide detailed information about the purpose and significance of investing in the project in the border commune area. At the same time, the commune also clearly explained related issues so that people understand the policy mechanisms, compensation prices, and provided relevant documents for households to study. All work related to land clearance for the project is carried out openly and transparently by the commune. The Commune People's Committee also assigned officials to closely monitor each affected household to answer questions and ensure the rights of those whose land is being acquired."

Thanks to the close supervision of the commune and relevant units in the land clearance process, by November 20th, all affected households had received advance payments and handed over the land. Notably, the households also agreed to relocate 13 family graves to facilitate the contractors' land leveling for the project.
Mr. Tran Van Ha, residing in Long Dau village, is the household with the largest area of land confiscated, totaling 1.2 hectares of hilly land with pine forest. Mr. Ha stated: "After hearing the information from the Commune People's Committee, I learned that the government is building a school for our children to have better learning conditions. This is the aspiration of many households in the commune and village, including my family. Therefore, my family agreed to comply and accepted an advance payment of over 300 million VND, handing over the land for the government to implement the project as planned."
Similarly, at the Kien Moc commune's multi-level school project, located in Ban Moi village, land clearance received the absolute support of the affected households. Accordingly, the project requires the acquisition of 6.8 hectares of land, affecting 10 households. By early December 2025, all affected households had handed over the cleared land to the contractor to proceed with the next steps.
Mr. Chu Van Hoan, residing in Ban Moi village, Kien Moc commune, stated: "My family has 1,500 square meters of land that has been confiscated for the construction of the Kien Moc commune multi-level school. We are well aware that the construction of this project has great social significance, so when the commune informed us about the project, we all agreed to hand over the land first and receive compensation later. Regarding compensation for trees and crops, my family has received 30 million VND as an advance payment and is currently harvesting eucalyptus trees so that the construction unit can proceed with clearing the site and starting construction."
Meanwhile, at the Quoc Khanh commune's multi-level school project, 6.3 hectares of land were reclaimed, affecting 13 households. To date, all households have received advance payments and handed over 100% of the land to the government for project implementation.
According to data from the units assigned as project owners, contractors have so far advanced nearly 5 billion VND to pay for affected cases. Of this amount, the contractors constructing the Mẫu Sơn and Quốc Khánh commune multi-level schools advanced over 4 billion VND, and the contractor for the Kiên Mộc commune multi-level school advanced over 800 million VND.
Speed up land leveling.
Thanks to the early handover of the land, contractors took advantage of favorable weather conditions and a clean site to accelerate the leveling of the ground at each school construction site.
Lieutenant Colonel Ngo Minh Toan, Commander of the construction contractor, Investment and Construction Engineering Joint Stock Company 29 ( thuộc General Corporation 319, Ministry of National Defense ), the unit in charge of the Kien Moc commune's multi-level school, expressed his impression: The company has constructed many projects in various localities across the country, but none have seen the affected people support the government's construction of a multi-level school as much as in Kien Moc commune. Thanks to this support, the company was able to easily construct access roads, both for construction purposes and to assist local people in harvesting pine and eucalyptus trees on the land. This also laid the groundwork for subsequent work.
Meanwhile, at the Mẫu Sơn border commune's multi-level school construction site, the site leveling work is being accelerated by the construction units.
Mr. Nguyen Dinh Thang, the project's contractor commander under Cienco 8 Corporation, stated: Thanks to the early handover of the land by the local people, the contractor has mobilized 55 vehicles and machinery and taken advantage of favorable weather conditions to excavate the foundation for the project. The company aims to complete the entire project in July 2026.
The sounds of construction machinery echo throughout the border mountains and forests of Mau Son, Kien Moc, and Quoc Khanh communes, signaling a bright future gradually emerging in the border region of Lang Son province. This is not just about building schools, but also about building trust and unity between the Party, the State, and the people of the border region.
