Opening of the examination and selection of officials to participate in the Project on training and fostering young leaders at all levels of the Ministry of Home Affairs

Attending the opening ceremony were Deputy Ministers - Members of the Examination and Selection Council, the Supervisory Board and the supporting departments of the Examination and Selection Council; leaders of some units under the Ministry and civil servants and public employees whose names are on the List of qualified people to participate in the examination and selection.

At the Ceremony, Director of the Department of Organization and Personnel Nguyen Huu Tuan announced the Decisions of the Minister of Home Affairs:

– Decision No. 515/QD-BNV dated July 25, 2024 of the Minister of Home Affairs on the establishment of the Council for the examination and selection of young cadres to participate in the Project, chaired by Minister Pham Thi Thanh Tra. Accordingly, Minister Pham Thi Thanh Tra is the Chairwoman of the Council.

– Decision No. 429/QD-HDTC dated June 17, 2024 approving the List of 26 qualified cadres, civil servants and public employees to participate in the examination and selection of Project cadres.

Minister of Home Affairs, Pham Thi Thanh Tra, Chairwoman of the Examination and Selection Council, delivered the opening speech.

In her opening speech, Minister Pham Thi Thanh Tra, Chairwoman of the Examination and Selection Council, emphasized that personnel work is one of the most important and key tasks, in order to proactively source personnel - especially young personnel - to meet the requirements of quality, capacity, and prestige on par with the tasks of the Ministry of Home Affairs in the immediate future, as well as in the long-term strategy. Being proactive in the source of personnel, proactive in planning, training, and fostering, each cadre, civil servant, and public employee cannot do it on their own, but must be well prepared to achieve success, and to select better, more qualified young leaders at all levels, who can meet the requirements of the task.

“Due to the importance and urgency of the Ministry of Home Affairs, on May 10, 2023, the Party Committee of the Ministry issued Decision No. 14-QD/BCSĐ approving the Project "Training and fostering young leaders at all levels of the Ministry of Home Affairs for the period 2023 - 2026, with a vision to 2030" - this is a large project and has great significance for the Ministry of Home Affairs; at the same time, it is also a step for the Ministry of Home Affairs to continue to improve and supplement this project to make it more and more practical, proactively meeting the task of building a team of young leaders at all levels of the Ministry", Minister Pham Thi Thanh Tra emphasized.

The Minister also said that through the first preliminary round (Round 1), the selection of outstanding cadres, civil servants and public employees who met the standards and conditions to enter the final round of the examination were all highly appreciated by the leaders of the units. The Minister, when working directly with the comrades through a number of specific tasks and products, also had good information for the comrades participating in this Project.

Through the preliminary selection, 26 comrades were selected - this is also the first step; through today's examination and selection, we will officially have a number of typical and outstanding cadres, civil servants and public employees to participate in the Project and implement the contents, training programs, fostering, training and challenging the comrades in a specific manner.

The Minister assigned Deputy Ministers to guide, direct and assist in assessing the comrades to pass this examination accurately. The heads of the subordinate units were assigned to monitor, assist and create a good cultural and political environment for the comrades to practice, strive and mature; at the same time, there will be plans to send the comrades for training domestically and internationally.

In addition, every year, the Ministry will review, evaluate, and screen again and then continue to add to the Project. Comrades who do not meet the requirements, cannot affirm their own capacity, do not strive, train, challenge, and cannot clearly demonstrate the assigned work products, the Ministry will consider to remove them from the Project. For the subjects of the Project, the Ministry will have a specific mechanism to consider comrades who meet the conditions for appointment. In case of appointment to a position beyond the level, it will be reported to the competent authority according to Regulation No. 80-QD/TW.

The Minister also highly appreciated the topic preparation work of 26 cadres, civil servants and public employees participating in the assessment and selection this time, clearly demonstrating their quality and enthusiasm based on the topics that were drawn by lot.

In order for the examination and selection to achieve results, the Minister suggested some contents for cadres, civil servants and public employees participating in the examination and selection to pay attention to and care about: (1) Try to present your content well in the direction of your report, present your speech on the content of your drawn topic within the time limit (maximum 15 minutes) but must focus on the key content, which is the solution to the problems raised in the topic. (2) The answer content must be concise, clear and of high quality; the demeanor must be calm , confident and demonstrate your qualities clearly in the speech. (3) Regarding the content of the questioning, the content that the cadres, civil servants and public employees present, the Deputy Minister or Minister will ask direct questioning questions, the comrades need to answer directly to the point, quickly, without beating around the bush (maximum 10 minutes). (4) The Council consisting of the Minister and Deputy Ministers will directly score to ensure objectivity, impartiality, fairness, responsibility and have sufficient qualifications and capacity to evaluate the test results for each comrade.

The Minister hopes that this is the first trial (pilot) phase to implement this Project and will be successful to continue researching, perfecting, supplementing, and drawing experience regularly every year to have a team of young leaders who meet the requirements.

Minister Pham Thi Thanh Tra believes that the cadres, civil servants and public employees participating in the assessment and selection exam will try their best, be confident, calm, and master all situations to achieve the highest results in the assessment and selection of young leaders for the Project.
