Urgent evacuation of people from landslide risk areas in Pa Vay Su

Pa Vay Su commune is an area with a high risk of landslides, which can cause great damage to people and property, as well as to state welfare projects. All levels and sectors from the province to the commune are making efforts to implement solutions to evacuate people from landslide-prone areas and stabilize people's lives.

Due to the impact of floods in recent years, especially after the Yagi storm in 2024, landslides and many cracks and subsidence have frequently occurred in Pa Vay Su commune at 10 locations, damaging 3 embankments and 50m of National Highway 4, forcing 5 households to relocate to new residences. The natural disaster situation continues to affect and is at high risk of burying 47 households and 190 people. In March 2025, the Provincial People's Committee issued a Decision declaring a state of emergency regarding natural disasters in the above areas.

Faced with the increasing landslide situation in Pa Vay Su, on October 6, 2025, the Provincial People's Committee issued Decision No. 795 approving the Emergency Public Investment Project for Emergency Population Stabilization in Ban Ngo Commune, Xin Man District, former Ha Giang Province (now Pa Vay Su Commune, Tuyen Quang Province) with a total estimated investment of over 274 billion VND, implemented in the period 2025 - 2026. The project implements urgent investment to relocate and stabilize households living in areas at high risk of landslides and natural disasters; build essential infrastructure for daily life, production and necessary public works; thereby ensuring the safety, lives and property of the people, stabilizing their lives, creating conditions for socio-economic development, maintaining security and order.

On October 19, the Provincial People's Committee continued to issue a Decision declaring a state of emergency due to natural disasters in Then Van village of Pa Vay Su commune. Due to the impact of storms No. 10 and 11 this year, this area has experienced serious landslides, which are at risk of directly affecting the lives and property of 17 households (over 100 people), 131 students, 36 teachers, medical staff and in the long term may continue to affect 23 households (114 people) living in the neighboring area.

Efforts to urgently implement an evacuation plan

Vice Chairman of Pa Vay Su Commune People's Committee Nguyen Duy Khuong said: In parallel with the investment project implementation process, the resettlement of people in landslide-prone areas in the commune. The Party Committee and the commune government requested the functional forces to put up warning signs in landslide-prone areas; request households to move to safe places when there is a warning of heavy rain in the area; be on duty 24/24 hours in risky areas to ensure the safety of people and property.

In particular, for schools, Pa Vay Su medical stations and some households in Then Van village, the Commune People's Committee has issued an emergency relocation plan, ensuring facilities and operating conditions for kindergartens, primary schools and medical stations. Accordingly, the commune mobilized over 100 cadres, teachers, armed forces and people to support the relocation of the entire Pa Vay Su Kindergarten to the Commune Police Headquarters; relocated all students and equipment of Pa Vay Su Primary School to the old Commune People's Committee Headquarters; relocated equipment of the student accommodation area to the old Commune Police Headquarters; relocated a household located in an area at very high risk of landslides to a safe place; relocated equipment, examination and treatment activities of Pa Vay Su Medical Station to the old Medical Station accommodation area.

With the efforts of local authorities, it is expected that by October 27, students in the landslide area in Then Van village will return to school; the lives of people in landslide-prone areas in Pa Vay Su commune will gradually stabilize.
