Supporting the development of effective agricultural economic models and building fraternal clusters of villages are testaments to the increasingly deep and practical special friendship and comprehensive cooperation between Vietnam and Laos in general, and between Thanh Hoa and Hua Phan provinces in particular.
Officials from Quan Son district are conducting a survey to implement a dry season rice cultivation model in Vieng Xay district.
In order to consolidate and strengthen the traditional friendship and cooperation as agreed upon in the signed agreement, Quan Son district has implemented many meaningful and practical initiatives over the years to help Vieng Xay district, Hua Phan province, develop its economy and stabilize the lives of its people. One of the initiatives that has yielded practical results is the transfer of the dry season rice cultivation model. To implement this model, Quan Son district has provided 3,600 kg of rice seeds and 32,000 kg of fertilizer, distributed evenly across production areas, with 255 households participating in 12 villages of Vieng Xay district.
According to Mr. Nguyen Van Sinh, Head of the Agriculture and Rural Development Department of Quan Son district, this is the first time the district has implemented a model of dry-season rice cultivation, covering over 60 hectares, for a neighboring district. Therefore, difficulties arose, such as: the local people lacked knowledge and experience in dry-season rice production; although surveys were conducted, they did not fully understand the soil conditions and unpredictable weather patterns; the types of pests and diseases were complex, while we faced difficulties in providing direct technical support due to customs regulations between the two countries... However, with the decisive leadership of the district leaders and the efforts of agricultural officials, the model was successfully implemented, achieving high efficiency in both area and yield. According to calculations, the 2023 spring-summer crop has ensured a planted area of over 60 hectares. In terms of yield, it reached 5.22 to 5.58 tons/ha (the average for the entire Vieng Xay district was 5.4 tons/ha, equivalent to the average yield of the 2023 spring crop in Quan Son district); in terms of production, it reached 324 tons; in terms of planting season, it was sown and planted according to the correct timeframe and traditional production methods of neighboring countries... This success has been recognized and highly appreciated by the government and people of Vieng Xay district...
According to Mr. Nguyen Van Sinh, following the traditional production methods of the neighboring country, many localities in Vieng Xay district previously only produced one rice crop per year, while the rest of the time people planted low-yield crops or left the land fallow, causing land waste. Supporting farmers in Vieng Xay district to grow rice during the dry season has contributed to changing farming practices, ensuring food security, promoting socio-economic development, and stabilizing the lives of the people in the neighboring district.
It is known that, in addition to supporting the dry season rice cultivation model in 2023, during the period 2018-2022, Quan Son district supported Vieng Xay district in building many highly effective economic models, such as supporting the construction of an orange orchard, with a scale of 1 hectare, worth over 400 million VND; supporting 400 million VND to build Vieng Xay market; supporting manpower and medicine for preventing and controlling locust infestations in bamboo...
Muong Lat District shares a border with Sop Bau and Vieng Xay districts of Hua Phan province. In accordance with the Party's guidelines and the State's policies and laws on national territorial sovereignty and borders, and border agreements and regulations, Muong Lat District and Vieng Xay and Sop Bau districts have effectively implemented signed cooperation agreements. Localities have formed working groups to visit, work with, and promote cooperation programs, such as: establishing 7 clusters of villages and 1 border guard company to establish fraternal ties with border villages in Muong Lat District; maintaining regular meetings to evaluate the results of implementing signed cooperation agreements on forest management and protection, forest fire prevention and control in the border area; preventing illegal slash-and-burn farming, logging, and wildlife hunting; and participating in important events of the three provinces. Organizing cultural, artistic, and sports exchange programs for the people of the districts aims to enhance understanding of cultural values and fine customs and traditions, contributing to strengthening relationships, solidarity, and friendship...
Along the land border of Thanh Hoa province, 16 communes and towns, with 33 clusters of villages in 5 districts (Muong Lat, Quan Son, Quan Hoa, Lang Chanh, and Thuong Xuan), border 10 clusters of villages in 3 districts of Hua Phan province, stretching over 213.6 km. Recognizing the importance of the border region, in recent years, the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee of Thanh Hoa have promoted comprehensive cooperation agreements; worked side-by-side to strengthen foreign relations activities; jointly built a peaceful, friendly, and sustainable border; and implemented many solutions to promote the sustainable socio-economic development of both localities, contributing to building a peaceful, united, and special friendship border between Thanh Hoa and Hua Phan that will remain ever green and enduring for generations to come.
