
In Vinh Hai commune, several roads were deeply flooded, affecting people's travel. 100% of the force, including officials, soldiers, and local security personnel, were mobilized to guide people, students, and vehicles through flooded and low-lying areas.
Mr. Nguyen Van Que, Chairman of the People's Committee of Vinh Hai commune, said that the local authorities had notified schools in the area to allow students to take the afternoon off on December 10th to ensure safety.

In Phan Rang ward, the water rose rapidly, with some sections flooded to a depth of 30-50cm, submerging many roads. Authorities inspected flooded areas, cleared drains, and assisted residents in getting around.

From the morning of December 10th, the southern area of Khanh Hoa province (formerly Ninh Thuan province) experienced widespread rainfall of 40-70mm; particularly in Phan Rang ward and the communes of Ninh Chu, Ninh Phuoc, Vinh Hai, etc., there was very heavy rain, nearly 90mm.
The Khanh Hoa Meteorological and Hydrological Station forecasts heavy rain during the day and night of December 10-12. Residents should closely monitor weather information and avoid traveling to areas prone to flooding.
