Building a comprehensive digital government
The 30-day emulation movement "Paperless Day" and "Paperless Working Week" was implemented to synchronize e-government and digital government, ensuring connectivity and smoothness in direction, operation and exchange of electronic documents between state agencies.
This movement also aims to raise awareness and attract the active participation of the entire political system, people and businesses in the digital transformation program. Thereby, promoting comprehensive innovation in management, operation, production and business activities and working methods of cadres, civil servants and public employees.
In addition, the movement also commends, honors and promptly rewards outstanding collectives and individuals, creating positive effects and strong motivation spreading throughout society, contributing to the successful implementation of important Resolutions of the Provincial Party Committee and the Politburo on digital transformation and science and technology.
Mr. Nguyen Van Que, Chairman of Vinh Hai Commune People's Committee, said: The movement is applied throughout Vinh Hai Commune, with the participation of Party agencies, Fatherland Front, specialized departments, armed forces, and public service units under the Commune People's Committee. All civil servants and public employees of Party agencies, Fatherland Front, departments, units, and localities.
To achieve the goal of "paperless government", Vinh Hai commune is currently focusing on leadership and propaganda, enhancing the role of Party committees, authorities and organizations in mobilizing and propagating, while promoting the responsibility of leaders in implementing the movement.
The locality is focusing on training digital technology knowledge and skills for officials, civil servants, and public employees, especially key leaders and IT specialists. Along with that, the locality is accelerating the digitization of documents and records (except for confidential documents and state-level award records) and connecting databases.
The goal is to provide level 4 online public services quickly and effectively while reducing costs. Localities also apply digital technology to leadership and management activities and encourage people and businesses to interact with the government online.
Evaluate cadres, civil servants and public employees by KPI
Ms. Bui Thi Ngoc Hanh, Head of the Department of Culture and Society of Vinh Hai commune, said that the unit is actively implementing digital transformation movements with a specific plan. Accordingly, every Monday, 100% of cadres and civil servants will implement "Paperless Day", processing and circulating all work and documents via E-office software integrated with KPI, official Zalo and internal email.
In addition, the "Paperless Working Week" will be implemented in two phases (from July 28 to August 2, 2025 and from August 5 to August 10, 2025). During these weeks, 100% of work and documents will be processed, digitally signed and issued entirely online, except for confidential documents and state-level commendation documents.
A two-way electronic document system from the province to the commune level ensures 100% evaluation of cadres, civil servants and public employees by KPI. Meetings will not use paper documents, instead digital signatures and digital certificates will be used.
Previously, the Department of Culture and Society also proactively advised the Commune Party Committee to organize the first Congress of Vinh Hai Commune Party Committee, term 2025 - 2030 in the form of "Paperless Party Congress".
All officers and civil servants of the Department commit to seriously and effectively implement, contributing to spreading the spirit of thrift, modernity and digitalization in public service. The Emulation and Rewards Department will monitor and report periodically every week to ensure proper implementation of the commitment.
Mr. Phan Tan Canh - Provincial Party Committee member, Party Secretary, Chairman of Vinh Hai Commune People's Council said that emulation movements such as "Paperless Day" and "Paperless Working Week" are strong breakthroughs, demonstrating the locality's determination in building a modern and effective digital government to better serve people and businesses.
In particular, the upcoming Vinh Hai Commune Party Congress, taking place on July 27 and 28, will be held in the form of a "Paperless Congress", with all documents for the congress being digitized. Delegates attending the congress are required to prepare laptops, iPads, smartphones, etc. and scan QR codes to view documents instead of paper documents.
