At the meeting, the leaders of Clean Water Joint Stock Company No. 2 and Hanoi Duong River Surface Water Joint Stock Company reported on the results of management, operation, exploitation, production and supply of clean water, especially the results of implementing the Law on Water Resources 2012 and related decrees, circulars and guiding documents; difficulties and obstacles in implementing legal documents on water resources and proposals and recommendations in the development of the Law on Water Resources (amended).

Basically agreeing with the contents of the draft Law on Water Resources (amended), Mr. Ta Ky Hung - Director of Hanoi Clean Water Joint Stock Company No. 2 proposed to ensure stable exploitation, production and trading of clean water, meeting the goal of providing safe water and the needs of people in the area north of the Red River.

Accordingly, the Company proposed to the Survey Team to continue exploiting underground and surface water sources to ensure the safety and security of water supply, maintain the status quo of exploited wells to ensure safe water supply as well as the legitimate rights of people and businesses; request the Ministry of Natural Resources and Environment to facilitate the issuance of drilling licenses to replace wells when there are incidents or degradation.

In addition, the Company also proposed to adjust the exploitation licensing regime with the average annual exploitation capacity, creating conditions for enterprises to proactively exploit, produce and supply water in accordance with usage needs, meeting people's water needs, avoiding water shortages and water loss during hot days when demand increases.

Along with that, Mr. Ta Ky Hung also proposed that it is necessary to strengthen the inspection and supervision of exploitation works that do not ensure water pollution, causing the risk of water resource depletion; study and supplement regulations on the case of natural disasters, droughts, and lack of domestic water, it is allowed to increase the exploitation flow beyond the permitted capacity in the exploitation license, and temporarily not apply measures to limit exploitation during this period. Promptly issue specific support and incentive mechanisms for enterprises that proactively implement measures to save water resources (using circulating water in the process of exploiting and producing clean water; effectively managing the water supply system, reducing the rate of water loss).

On the side of Duong River Surface Water Joint Stock Company, Mr. Do Hoang Long - General Director of the Company proposed to the Survey Team to consider and request the Hanoi People's Committee to promptly approve the adjustment of the retail price of clean water for daily life to replace the price issued and implemented for 10 years (from 2013 to present) to promptly apply, compensate for costs due to price fluctuations, ensure payment capacity, balance, and harmony for water supply units to stabilize production activities. In addition, it is necessary to closely monitor and inspect the implementation of water supply, reduce underground water plants in accordance with the approved Capital Water Supply Planning to promote the investment efficiency of water supply units, ensure security and safety of water supply for the Capital area.

Commenting on the draft Law on Water Resources (amended), Director of Duong River Surface Water Joint Stock Company Do Hoang Long suggested that there should be regulations to encourage economic sectors to develop water resources and water services, along with the need to fully and clearly stipulate the rights and responsibilities of state management agencies on water resources in ensuring water security, regulating and distributing water resources and clearly distinguishing water resource management and management of exploitation and use activities in river basins. In addition, it is necessary to clarify the basis and synchronization of water resources planning and natural disaster prevention and irrigation planning, hydropower planning, water supply planning, drainage planning in current laws, in the content and principles of water resources planning, etc.

Concluding the meeting, on behalf of the Survey Team, Chairman of the Science, Technology and Environment Committee Le Quang Huy acknowledged the appropriate and practical comments and recommendations of the two units. Accordingly, the comments focused on the operating situation of the companies, proposing solutions to ensure the production, supply and use of water, especially the exploitation of surface and groundwater resources to ensure safety, quality and convenience. In addition, the companies also mentioned the issue of water prices, socialization of clean water supply, amendments to Circular 44/2021/TT of the Ministry of Finance to ensure the rights of clean water investors, etc.

Chairman of the Committee for Science, Technology and Environment Le Quang Huy said that through the working session and the field survey of the two units, more information has been provided to serve the National Assembly deputies in giving their opinions on the draft Law on Water Resources (amended) at the group meeting and discussion in the hall at the Fifth Session of the 15th National Assembly next week. The opinions and proposals of the Companies will be carefully studied by the Committee and the Ministry of Natural Resources and Environment in the process of completing the draft Law on Water Resources (amended).
