Over the past 5 years, the emulation movement "Good financial management unit" of the Hanoi Capital Armed Forces has achieved many achievements and high results, with practical significance contributing to the completion of the political tasks of the unit in general and financial work in particular.
Financial agencies at all levels have performed well the functions and tasks of the standing agency, helping the Steering Committee of the emulation movement inspect and urge agencies and units to well implement the 10 standards of good financial management units; promptly detecting weaknesses of the movement to have practical guidance measures, suitable to the conditions of each agency and unit.
Party committees and leaders of units regularly direct the review and strict management of the purchase of valuable vehicles and assets; major repairs to offices; preservation of assets, tools, and working equipment to extend their use time in order to reduce purchasing costs. At the same time, minimize costs of electricity, water, telephone, stationery, gasoline, etc.; limit costs of receiving guests, meetings, training, etc.; do not use public vehicles for personal purposes, organize carpooling to save money and prevent waste.
In particular, every year, Party committees and commanders at all levels pay attention to leading, directing, and implementing many strict inspection and supervision measures in all areas such as: Appraising budget estimates, strictly controlling expenditures; basic construction investment..., managing and using public assets. Thanks to good prevention work, the Hanoi Capital Command has not detected any cases of embezzlement or corruption. Since then, financial work has made much progress, managing and using the budget and funds more effectively, ensuring timely delivery of regular and unexpected tasks, contributing to building a strong and comprehensive unit.
Speaking at the preliminary conference, Major General Nguyen Dinh Luu, Deputy Commander of the Hanoi Capital Command, affirmed that the emulation movement has created a new vitality, promoting dynamism, creativity, self-reliance, and striving to excellently complete all assigned tasks of officers and soldiers; profoundly changing the awareness of local Party committees and authorities regarding ensuring and supporting the budget for military and defense tasks, and building a solid defense zone.
Regarding the tasks in the coming time, Major General Nguyen Dinh Luu requested that Party committees and units in the Capital Military continue to thoroughly grasp the instructions and plans of the superiors on implementing the emulation movement "Good financial management unit", promoting the emulation movement to a new level, truly extensive, quality and effective. The leaders of the units continue to perform well the advisory function of the industry on financial assurance and management; improve the quality of state budget preparation, implementation, settlement and disclosure; strictly manage budget sources, ensure adequate and timely funding for regular and extraordinary tasks.
Party committees and leaders of units direct units to effectively implement the Action Program on practicing thrift, combating waste in budget management and use, preventing and combating corruption; building a team of financial sector officials and employees with good moral qualities and professional capacity, meeting the requirements of assigned tasks...
On this occasion, the Hanoi Capital Command commended and rewarded 9 collectives and 8 individuals with outstanding achievements and results in 5 years of implementing the emulation movement "Good financial management unit" in the Capital's Armed Forces.
