Not satisfied with the results, Ho Chi Minh City makes more efforts in implementing Resolution 98

On the afternoon of August 27, the Ho Chi Minh City Steering Committee on the implementation of Resolution 98/2023/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City (Resolution 98) met to listen to a report on 1 year of implementing the resolution.

Comrade Nguyen Van Nen, Politburo member, Secretary of the Ho Chi Minh City Party Committee, Head of the Steering Committee, chaired.

Also attending were comrades: Phan Van Mai, member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Committee, Deputy Head of the Standing Committee of the Steering Committee; Nguyen Thi Le, Deputy Secretary of the City Party Committee, Chairwoman of the Ho Chi Minh City People's Council, Deputy Head of the Steering Committee; and comrades members of the Steering Committee.

Implementing Resolution 98 "at lightning speed"

In his speech, Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen affirmed that from the Government to the central ministries and branches and Ho Chi Minh City, Resolution 98 has been implemented with a very urgent and drastic spirit and action. This has created a very strong and synchronous atmosphere in the entire law enforcement system.

After more than 1 year of implementing Resolution 98, Ho Chi Minh City has achieved many positive results. Many mechanisms and policies have been put into practice, contributing to removing difficulties, obstacles, and clearing bottlenecks in Ho Chi Minh City. Along with that, it is doing well in supporting social security, promoting activities to attract investment in socio-economic infrastructure, improving the production and business environment, and attracting high-quality human resources.

Ho Chi Minh City and Thu Duc City complete the organization of the state apparatus in a special urban area; develop projects to prepare for the medium and long term; action programs to mobilize social resources, attract strategic investors; issue plans to implement policies to support innovative start-up projects...

Ho Chi Minh City implements a mechanism of additional income for cadres, civil servants and public employees. This is a very important spiritual motivation for the cadres of Ho Chi Minh City and central agencies in the city to feel secure in their work, be more active and creative, contributing to improving productivity, quality and efficiency of work.

Comrade Nguyen Van Nen commented that Ho Chi Minh City and central ministries have strengthened closer coordination in implementing tasks. In particular, Ho Chi Minh City and a number of ministries have implemented action programs to pilot new issues that are not yet regulated by law or are no longer suitable, including contents related to science, technology, and innovation.

Not satisfied with the results, try harder

Secretary Nguyen Van Nen shared that Ho Chi Minh City is not satisfied with the results achieved but will have to make more efforts, try harder, and be more determined to carry out the assigned tasks and tasks, especially those that have not yet achieved the desired results. Therefore, he noted that the entire political system must make more efforts, be more determined, and try harder to effectively implement and bring the resolution into life.

The Secretary of the Ho Chi Minh City Party Committee reiterated the comments and assessments of the Prime Minister, Head of the Steering Committee for the implementation of Resolution 98, who worked with Ho Chi Minh City on the results of socio-economic development and the implementation of Resolution 98. In particular, the Prime Minister assessed that the implementation of the resolution has brought about very basic and positive initial results, creating the premise and foundation for the rapid, strong and sustainable development of Ho Chi Minh City.

To achieve these results, recognition and evaluation, Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen analyzed that Ho Chi Minh City has made great efforts, taken drastic actions, and the entire political system of the city has joined hands to make efforts and determined to coordinate actions to create real products. However, he also reminded that Ho Chi Minh City does not do it to be praised but because of its sense of responsibility.

According to comrade Nguyen Van Nen, Resolution 98 is not separate from the political tasks of Ho Chi Minh City but on the contrary, actively supports the stability and development of the city, ensuring social security. Specifically, Resolution 98 contributes significantly to achieving growth indicators and stabilizing the Ho Chi Minh City budget and other important targets.

Currently, the city is nurturing and preparing to implement many large projects and topics, based on the foundation and premise created by Resolution 98. However, he also pointed out the shortcomings and obstacles in implementing Resolution 98 in the coordination of actions, with manifestations of perfectionism, hesitation, fear of risk and passive attitude. In addition, many stages of work are facing difficulties and many officials are overloaded due to the huge workload of Ho Chi Minh City.

Therefore, the Secretary of the Ho Chi Minh City Party Committee requested the entire political system of Ho Chi Minh City to raise awareness, consciousness and responsibility in implementing Resolution 98. Along with that, strengthen discipline and order in leadership, direction and administration. At the same time, it is necessary to innovate leadership and administration methods to improve work efficiency. Strengthening inspection, supervision, discipline and handling of responsibilities must be strictly implemented.

Ho Chi Minh City continues to thoroughly grasp Resolution 98 and, based on its functions, tasks and powers, to carry out tasks and solutions in a proactive and positive spirit. If beyond its authority, it will propose to competent authorities, closely coordinate with each other in organizing implementation, clearly assigning people, tasks, time, products and results...

Noting some specific tasks, the Secretary requested that Ho Chi Minh City focus on accelerating the progress of public investment, especially the disbursement rate of public investment capital, and preparing medium and long-term projects. Along with that, preparing for Party Congresses at all levels, activities to celebrate the 50th anniversary of the Liberation of the South and National Reunification, especially completing projects to celebrate the 50th anniversary.

In the context of the complicated and unpredictable developments in the world, region and the country, the Secretary of the Ho Chi Minh City Party Committee assessed that the tasks of Ho Chi Minh City are always affected by many external factors. Ho Chi Minh City cannot solve all problems by itself, so it is necessary to have a long-term vision to predict and forecast important issues in order to both adapt flexibly and take firm and sustainable steps.

Faced with the increasingly overloaded workload of Ho Chi Minh City, Comrade Nguyen Van Nen informed that Ho Chi Minh City has proposed to add one more Vice Chairman of the Ho Chi Minh City People's Committee to focus on specialized expertise, advise and closely monitor the implementation of Resolution 98 of the National Assembly. He also noted that it is necessary to strengthen the team implementing Resolution 98, especially the specialized departments.
