Preparing thoroughly early, remotely, not missing any work and leaving no gaps in the inspection and examination work of the 2025 High School Graduation Exam is an issue that the Ministry of Education and Training pays special attention to at the conference on professional training in inspection and examination of the exam held this morning, May 27.
Special exam
Speaking at the conference, Deputy Minister ofEducation and Training Pham Ngoc Thuong emphasized that this year's High School Graduation Exam took place in a special context as this was the first time an exam had two test questions for two different programs and took place at a time when the whole country was restructuring its apparatus.
Organizing two exams according to two different programs in one exam poses special requirements for the work of invigilation, arrangement of exam rooms, setting up, printing and organizing the exam in a synchronous and effective manner. Meanwhile, the number of candidates increased by nearly 100,000 compared to last year, equivalent to the scale of candidates in Hanoi - the locality with the largest number of candidates in the country.
For more specific information, Professor Huynh Van Chuong, Director of the Department of Quality Management, Ministry of Education and Training, said that this year, the whole country has over 1.16 million candidates registered for the exam. Although only about 25,000 candidates took the exam under the 2006 program, the survey showed that these candidates were from all 63 provinces and cities, so all localities had to organize separate exam sites for these candidates.
Accordingly, Mr. Chuong suggested that the examination councils must pay special attention to avoid confusion when the examination process between the two groups of subjects under the two programs is only about 70% similar because it will apply two different examination regulations.
For example, candidates taking the 2006 program who only take the second subject in the optional/combined test must be present 10 minutes before the test time; candidates taking the 2018 program must be present from the beginning of the test and wait in the waiting room.
The time between two subjects in the optional/combined exam for candidates taking the 2006 program is 10 minutes, while the time between two subjects for candidates taking the 2018 program is 15 minutes.
For Geography, candidates taking the 2006 program are allowed to bring Atlases into the exam room, while candidates taking the 2018 program are not allowed to bring Atlases into the exam room.

“4 yes, 3 no” and “2 boosters”
The organization of the exam is more complicated while the whole country is streamlining and reorganizing the apparatus. The inspection force has also changed when from June 1, the Inspectorate of the Ministry of Education and Training officially transferred to the Government Inspectorate. In localities, the inspectorate of the Department of Education and Training also transferred to the People's Committee of the province, and the district inspectorate ended its activities.
Therefore, how to coordinate between inspection and examination forces is an issue raised by some localities such as Ninh Binh, Quang Tri, and Hai Phong at the conference.
Deputy Minister Pham Ngoc Thuong said that with the spirit of preparing early, from a distance, leaving no gaps, the Ministry of Education and Training has advised the Prime Minister to issue Official Dispatch No. 58/CD-TTg on organizing the High School Graduation Exam and general education entrance exam in 2025; Official Dispatch No. 61/CD-TTg of the Prime Minister on organizing the High School Graduation Exam, ensuring the staffing of preschool and general education teachers and summer vacation for children and students in 2025.

The “keyword” in both telegrams is that the organization of the exam will not be affected by the organization of the apparatus. In particular, the Prime Minister directed the provincial level to organize inspection forces at all levels. Deputy Minister Pham Ngoc Thuong requested that the departments of education and training take the initiative to advise to soon develop inspection and examination plans; organize training on documents that have been carefully prepared by the Inspectorate of the Ministry of Education and Training.
Localities should proactively study the characteristics of candidates and local teachers to pay attention to content that is likely to be risky, especially in the context of increasingly developing AI technology. Not being stressed but not being subjective and having to carefully consider options and possibilities to proactively respond if something happens is a requirement set by the Deputy Minister of Education and Training.
Also according to Deputy Minister Pham Ngoc Thuong, with the special nature of this year's exam, in addition to the "4 right, 3 no" directive [including correct exam regulations and instructions; correct and complete procedures; correct assigned positions, responsibilities and tasks; correct timing to promptly handle unusual situations and incidents; no negligence, subjectivity; no excessive stress or pressure; no arbitrarily handling unusual situations and incidents] as every year, the Ministry of Education and Training has added 2 reinforcements, including: Strengthening the sense of responsibility, awareness and improving the professional qualifications of officials participating in organizing the exam; strengthening candidates' awareness of properly implementing exam regulations.
“Thoroughly and early training is required for all officials involved in organizing the exam, with the requirement that all exam participants must have a firm grasp of the regulations, and that inspectors must have a firm grasp of and be able to resolve unusual issues, especially issues with unclear regulations that have not been fully covered,” said Deputy Minister Pham Ngoc Thuong.
The Deputy Minister of Education and Training also emphasized the motto of inspection first, checking first very thoroughly to achieve the goal of prevention. Inspection and checking must be substantive and specific, not formal, not superficial or general.
At the conference, Mr. Pham Long Au, Deputy Director of Department A06, Ministry of Public Security, also informed about new high-tech cheating devices and provided instructions on how exam invigilators can prevent and identify these devices./.
