Activate emergency situation on Highway 1, Truong Son Dong road

TPO - The record-breaking floods last week caused landslides and serious damage to many sections of National Highway 1 and Truong Son Dong Road. The Ministry of Construction has just activated an emergency situation to deploy rescue construction measures right on the main artery of the Central region.

The Ministry of Construction has just decided to activate a natural disaster emergency situation for National Highway 1 (QL) and Truong Son Dong Road, after the flood was assessed as the most extreme in many years, causing severe damage to a series of locations from Da Nang to Khanh Hoa on November 17-22, 2025. This is a step to create a legal basis to immediately deploy emergency construction measures, restoring traffic safety on the region's key routes.

According to a report from the Vietnam Road Administration, national highways under the management of Road Management Area III have been directly affected by the historic flood. Many points on the Truong Son Dong Road and National Highway 1 have experienced landslides and erosion of the roadbed and surface, posing a high risk to people and vehicles. The widespread damage at important locations has forced the management agency to assess this as an urgent natural disaster that cannot be delayed in handling.

The unusual rain and flood situation - warned by the National Center for Hydro-Meteorological Forecasting since November 16 - has caused many rivers from Quang Tri to Lam Dong to rise beyond record levels. Along with that, the risk of flash floods and landslides has been continuously raised in the area from Ha Tinh to Khanh Hoa and has become a reality at many locations along the route. The complicated weather developments are the direct cause of the rapid deterioration of transport infrastructure in just a few days.

In this situation, the Ministry of Construction requested relevant units to immediately deploy emergency recovery plans. The Vietnam Road Administration and Road Management Area III must review the entire damage status, determine appropriate repair solutions and issue an emergency construction order to organize construction as soon as weather conditions are favorable. Urgently ensuring traffic not only minimizes the risk of accidents but also plays an important role in maintaining North-South connectivity in the context of prolonged rain and floods.

The Ministry of Construction also assigned responsibility to affected localities to coordinate inspection and support the management of remedial work, especially in sections that continue to pose a risk of landslides.

The decision of the Ministry of Construction takes effect immediately upon its issuance, marking the peak period for the transport sector in dealing with the consequences of natural disasters. Upon completion of the repairs, the Vietnam Road Administration will report to the Ministry of Construction for consideration to end the emergency situation and reopen the affected routes to normal operation.
