Reducing school violence
In Notice No. 27/TB-VPCP dated January 24, 2024, summarizing the conclusions of Deputy Prime Minister Tran Hong Ha at the regular meeting of the National Committee on Children in 2023, the Deputy Prime Minister requested all levels and sectors to take decisive, strong, and effective action to create real changes in 2024 and the coming years regarding child-related issues.
Notably, the Deputy Prime Minister requested the Ministry of Education and Training to take the lead and coordinate with relevant ministries and agencies to review and improve criteria for food safety and hygiene, and school health services; to promote specific measures to control and reduce school violence; to research and develop a set of criteria for a cultural environment in schools; to review and assess the living conditions, sanitation, and learning environment for preschool children, boarding students, and students in ethnic minority and mountainous areas; and to actively implement measures for teaching safe swimming and safety skills to prevent accidents and injuries to students.

The Ministry of Labour, Invalids and Social Affairs will incorporate the opinions of the National Committee members, synthesize the proposed contents, and finalize the Report on the results of implementing children's rights and addressing children's issues in 2023 and the plan for 2024 of the National Committee; and, under the authorization of the Chairman of the National Committee, sign and issue the report and guide and supervise its implementation.
Chairing the development of the Plan for implementing Directive No. 28-CT/TW dated December 25, 2023, of the Politburo on strengthening the work of caring for, educating, and protecting children to meet the requirements of a prosperous and happy country; reporting to the Prime Minister before April 2024.
Develop a plan to implement the recommendations of the United Nations Committee on the Rights of the Child for Vietnam and specific solutions to implement the UN recommendations on improving child-related indicators in sustainable development. In addition, advise on organizing a nationwide online conference on child-related issues, including the implementation of the Plan for Directive No. 28 after it is approved by the competent authority.
There are solutions to protect children in the online environment.
The Deputy Prime Minister requested the following ministries: The Ministry of Culture, Sports and Tourism, in coordination with the Ministry of Construction, the Ministry of Education and Training, and other relevant ministries and agencies, to develop criteria for swimming pools, organize swimming lessons in schools, and establish cultural and sports facilities for children in the community. The Ministry of Information and Communications is tasked with monitoring and evaluating the impact of online platforms and artificial intelligence to develop solutions to protect children in the online environment.
The Ministry of Health, in coordination with relevant ministries and agencies, is leading research and recommendations on the harmful effects of e-cigarettes, stimulants, and psychotropic substances on the physical and mental health of children.
The Ministry of Public Security has directed local police to strengthen the prevention, investigation, and handling of crimes against children and crimes involving persons under 18 years of age; to promptly inform the public about criminal methods and tactics to raise awareness; and to provide and guide the management and use of child-friendly investigation room models for local police forces.
The Ministry of Finance shall preside over and coordinate with relevant ministries and agencies to review, issue, amend, and supplement necessary regulations and guidelines to address difficulties and obstacles in mobilizing and managing resources for child-related work; balance the allocation of appropriate funds from the central budget to ensure the realization of children's rights and the resolution of children's issues; and participate in inspecting and monitoring the allocation and use of funds for child-related work by ministries, agencies, and localities.
The Deputy Prime Minister also requested the Supreme People's Court and the Supreme People's Procuratorate to take the lead in developing and implementing laws on child-friendly and juvenile-friendly justice; ensuring Vietnam's commitment to children's rights in investigation, prosecution, and trial.
The People's Committees of provinces and centrally-administered cities will continue to consolidate and standardize human resources working on child-related issues, especially those involved in child protection at the grassroots level; and promote the role and innovative approaches of organizations and associations in the care, education, and protection of children.
