The People's Committee of Ha Tinh province has issued a document directing the inspection and clarification of the cause and responsibility related to the damage of cement supporting the construction of new rural areas in Loc Yen commune, Huong Khe district.

On May 17, the Office of the People's Committee of Ha Tinh province issued a document conveying the direction of Vice Chairman of the People's Committee of Ha Tinh province Tran Bau Ha, assigning the People's Committee of Huong Khe district to urgently inspect the specific content of the reflection related to the damage of cement supporting the construction of new rural areas in Loc Yen commune, Huong Khe district.

Thereby, clarify the causes and responsibilities of related collectives and individuals and strictly handle them according to regulations (if any); report the results of inspection and handling to the Provincial People's Committee before May 22, 2025.

The Vice Chairman of the People's Committee of Ha Tinh province also assigned the People's Committees of districts, cities and towns to urgently review and report on the management and use of cement to support new rural construction in 2024 and the first 4 months of 2025 in the management areas.

Regarding this incident, previously, on May 16, Chairman of Huong Khe District People's Committee Thai Phuc Son signed and issued Decision No. 1931/QD-UBND temporarily suspending Mr. Nguyen Van Hung, Chairman of Loc Yen Commune People's Committee, from work for 15 days, starting from May 17, 2025.

As reported by SGGP Newspaper, according to initial feedback from local people, in 2024, Loc Yen commune received financial support from Ha Tinh province to purchase hundreds of tons of cement to build new rural roads. After receiving the cement, the locality started construction of a number of project items.

The remaining cement is about 200 tons (worth more than 200 million VND). Due to lack of resources to buy sand and gravel to continue construction of other projects, it was gathered at the stadium area of ​​Binh Phuc village and temporarily covered with tarpaulin.

The process of gathering outdoors for many months, affected by rain, sun, humidity, and poor preservation has caused nearly 40 tons of cement to be damaged, frozen like stone, and unusable. The remaining cement is not damaged but is difficult to use, and there is concern that it will affect the quality of the project.
