The Inspector General stated that there has been positive progress in the public disclosure, transparency, and accountability in the organization and operation of agencies and units, especially in areas prone to corruption and malpractice; ministries, sectors, and localities inspected 12,029 agencies, organizations, and units regarding public disclosure and transparency, and found 185 agencies, organizations, and units in violation.

Regarding job rotation and personnel transfer: various levels and sectors have carried out job rotations to prevent corruption involving 45,192 officials, civil servants, and public employees.

Non-cash payments: The total number of domestic currency transactions through the interbank electronic payment system reached approximately 131 million transactions, with a value exceeding 189 million billion VND (a 3.09% increase in transaction value compared to 2022). Non-cash payment transactions reached 8.21 billion transactions with a value of 175.8 million billion VND.

Regarding the implementation of regulations on controlling assets and income of officials and those in positions of power: during the period, 60,458 people declared their assets and income for the first time; 545,535 people declared their assets and income annually. The results of asset and income verification in 2022 involved 13,093 people; 2,664 people had errors in declarations such as incorrect forms, failure to comply with guidelines, incomplete information, or late submissions…; 54 people were disciplined for dishonesty in declaring assets and income and explaining the origin of increased assets.

Regarding the handling of responsibility for leaders when corruption occurs: 55 leaders and deputy leaders were found to be negligent in allowing corrupt acts to occur; 13 leaders and deputy leaders were prosecuted criminally for negligence in allowing corrupt acts to occur; and 42 leaders and deputy leaders were disciplined for negligence in allowing corrupt acts to occur (including 16 reprimands, 13 warnings, and 13 dismissals).

Detection and handling of corruption: Investigative agencies within the People's Public Security have handled 1,103 cases/2,951 defendants accused of corruption; of which 732 cases/2,106 defendants were newly prosecuted. Investigations have been concluded and prosecution recommended for 499 cases/1,205 defendants…

Enforcement work related to the recovery of assets obtained through corruption: a total of 4,879 cases were to be enforced, involving over 97,261 billion VND; 2,264 cases have been completed, recovering over 20,405 billion VND…

The government also stated that corruption and misconduct in some areas remain complex and serious, with major violations in land management, bidding, securities, corporate bonds, banking operations, vehicle registration, and healthcare ... causing particularly serious consequences; there is collusion and connection between corrupt officials and businesses and organizations for personal gain, causing resentment among officials, Party members, and the people.

"A segment of officials, civil servants, and public employees, especially leading and managerial cadres, show signs of working half-heartedly, avoiding responsibility, and being afraid to make mistakes, which negatively impacts socio -economic development and the handling of affairs for citizens and businesses," Mr. Phong stated.

The reasons cited include the fact that in some places, leaders have not been truly exemplary or decisive, their words have not matched their actions, and their actions have not matched their words in leading, directing, and organizing the implementation of anti-corruption and anti-negative practices; a segment of cadres, civil servants, and public employees, including leading and managerial cadres, lack self-cultivation and training or have deteriorated in terms of political ideology, morality, and lifestyle.

The government assesses that, in 2023, the achievements in combating corruption and negative phenomena were very important, contributing to maintaining political stability, socio-economic development, strengthening the people's trust in the leadership of the Party and the State, making an important contribution to enhancing Vietnam's position and prestige in the international arena, creating new momentum and enthusiasm for the entire Party and people to successfully implement the Resolutions of the 13th National Congress of the Party.

However, corruption remains a common problem for the world and the region in the coming period, with complex and unpredictable developments. Vietnam also faces many challenges in combating corruption and negative practices.

"Corruption is becoming increasingly sophisticated and complex; many cases are organized and involve vested interests; corrupt assets are of high value and have foreign elements; corruption occurs not only in the state sector but also in the non-state sector, hindering fair competition and affecting the investment and business environment," the Inspector General stated.

The Government's direction and tasks for 2024 include continuing to improve and implement comprehensively and effectively solutions to prevent corruption and negative practices; building a team of officials at all levels, especially strategic-level management officials, with sufficient qualities, capabilities, and prestige to meet the requirements of the tasks in the new situation…

Strengthening administrative discipline and order; promptly detecting and strictly handling acts of corruption and negativity; effectively preventing harassment, extortion, and causing difficulties and inconvenience for citizens and businesses when dealing with state agencies; improving the effectiveness of recovering assets obtained through corruption…

Conduct asset and income control in accordance with regulations, focusing on verifying assets and income when there is a basis according to the law and conducting random verification according to the annual plan; carry out inspections and audits of responsibility for implementing legal regulations on anti-corruption and negative practices according to the plan and direction of the Steering Committee.

Expedite the investigation and verification of serious and complex corruption and negative cases that attract public attention, especially those under the supervision and direction of the Steering Committee; thoroughly recover lost or misappropriated assets; resolutely overcome petty corruption and the situation of "enthusiasm at the top, apathy at the bottom".
