According to statistics from the Provincial People's Committee, from January 1, 2022 to June 30, 2024, the entire province received 3,213 visits from 3,651 people who came to file complaints, denunciations, petitions, and feedback regarding 3,058 cases.

A total of 6,801 complaints, denunciations, petitions, and feedback were received, including 311 complaints; 524 denunciations; and 5,966 petitions and feedback. Of these, 3,936 were within the jurisdiction for resolution; the remaining complaints were archived and monitored due to duplication, multiple copies sent to different places, and anonymous or fraudulent submissions. From 2020 to the end of June 2024, no complex, protracted, or large-scale complaints or denunciations arose.

Regarding the results of using the national database on handling complaints and denunciations, 37 out of 37 units have been granted accounts and implemented the system. Of these, 22 out of 25 departments and agencies that handle citizen complaints and petitions have updated their data into the system; and all 12 districts and cities have updated their data. Some localities have deployed the system to the commune level, created accounts, and provided user guidance, such as Muong La, Moc Chau, Phu Yen, Bac Yen, and the city.

The leaders of the Son La Provincial People's Committee affirmed: In the past period, with the direct and close leadership of the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee, and the efforts of the Party committees, governments at all levels, the political system, and the people of all ethnic groups in the province, the complaints and denunciations that arose have been promptly resolved through coordinated efforts, ensuring local security, political stability, and social order.

There were no hotspots of complaints or denunciations in the province; no large groups of people went to file complaints or denunciations with Party and State agencies at the central level; and there were no instances of abusing the right to complain or denounce to disrupt public order or commit illegal acts at citizen reception offices.

The complaint resolution process generally ensures adherence to deadlines and procedures. For initial complaint resolution, the competent authority organizes direct dialogues with citizens if the issues are complex; for second-level resolution, dialogues are held between the complainant and the party being complained against. Second-level complaint resolution results are publicly announced as prescribed; the primary form of public announcement is at meetings or posted publicly at citizen reception locations.

Speaking at the meeting, Deputy Head of the Central Citizen Reception Board Nguyen Duy Binh assessed that the work of receiving citizens and resolving complaints and denunciations has been given attention, leadership, and direction by Son La province, especially the regular citizen reception by heads of administrative agencies at all levels in the locality, linking citizen reception with the resolution of complaints and denunciations.

Mr. Binh suggested that the province should continue to pay attention to and allocate resources for training and professional development of officials working in citizen reception and handling complaints and denunciations, especially focusing on skills and experience in receiving citizens and processing petitions.

Strengthen coordination among departments, localities, and relevant agencies, organizations, and units of the province in receiving citizens and resolving complaints and denunciations; enhance coordination between localities and central agencies, the Government Inspectorate , and the Central Citizen Reception Office.

Responding to the delegation's comments, Vice Chairman of the Provincial People's Committee Le Hong Minh stated: In the coming time, Son La will continue to proactively and promptly handle and resolve complaints and denunciations; closely monitor and understand the situation to resolve issues as soon as they arise, preventing hotspots from occurring that could complicate political security and social order.

Promote the dissemination and education of laws on receiving citizens and resolving complaints and denunciations; strengthen grassroots mediation work and state management of receiving citizens and resolving complaints and denunciations.

Son La province also requested the Government Inspectorate to continue paying attention to the province's work in resolving complaints and denunciations; and to continue upgrading the national database system on complaints and denunciations so that it can be deployed to all communes, wards, and towns.

The working group recommends that the Government consider providing support from the central budget to enable Son La to promptly implement the tasks of the agricultural and forestry farm project and resolve obstacles related to land originating from agricultural and forestry farms.
