Part 1: Efforts to preserve coastal parkland

In recent years, Khanh Hoa province's leaders have made many efforts to rectify and reclaim coastal projects to preserve and develop the park strip along Tran Phu - Pham Van Dong Street (Nha Trang City). At the same time, the Provincial People's Committee has directed relevant units to urgently complete the urban concept design for the area east of Tran Phu - Pham Van Dong Street with the goal of turning nearly 20km along the coast into a seamless, classy, ​​and international park strip.

Part 1: Efforts to preserve coastal parkland

At one point, many people who loved the coastal city of Nha Trang were very worried when a series of commercial service projects were licensed right on the east side of Tran Phu - Pham Van Dong Street. An unwanted prospect was that green parks were divided, solid constructions encroached on the coast, and the community's access and enjoyment were limited. However, thanks to the efforts and determination of the provincial leaders, a series of projects were revoked and relocated to return public space to the people.

Land acquisition for park

In early 2021, the People's Committee of Nha Trang City forcibly reclaimed the land of the Nha Trang Sao Cultural, Entertainment and Sports Park Project (Nha Trang Sao Project) to hand over to the Provincial Land Fund Development Center for management, ending the scandalous project that lasted for more than 7 years. Remember in 2014, Nha Trang Sao Joint Stock Company held a groundbreaking ceremony for this project on a land and sea surface area of ​​over 100,000m2 located opposite Hon Do (Pham Van Dong Street ). At that time, many people were concerned that this project would obstruct public space, block the view, and spoil the beauty of the coastal city. After many years, the project was still just an abandoned, shabby land, so in 2019, the Provincial People's Committee issued a decision to reclaim the land of this project. The decision to reclaim the land was met with fierce opposition from businesses. However, with the determination of the provincial leaders, in early 2021, the People's Committee of Nha Trang City. Nha Trang has forcibly reclaimed land from the Nha Trang Sao Project, with the aim of developing the area into a modern park to serve residents and tourists.

In addition, Nha Trang City People's Committee has also successfully recovered 21,772m2 of land at Phu Dong Park Project. Phu Dong Park Project, covering nearly 24,000m2 , was assigned by the Provincial People's Committee to Invest Park Nha Trang Company Limited in 2012 to implement a park project combined with commercial services. However, the 21,772m2 of land assigned by the State without collecting land use fees to invest in park construction was left unfinished and shabby by this company. Immediately after the recovery, Nha Trang City People's Committee invested in completing the remaining items, taking care of trees, and creating space to serve the community. In June 2022, Evason Ana Mandara Nha Trang Resort officially stopped receiving guests to organize relocation and return the site east of Tran Phu Street. All accommodation activities were transferred by the investor to Evason Ana Mandara Resort & Spa in the North Cam Ranh Peninsula Tourist Area. Recently, the Provincial People's Committee issued a decision to reclaim the land of 5 relic villas at the Bao Dai Luxury Resort Project (Vinh Nguyen Ward, Nha Trang), handing them over to the Provincial Monument Conservation Center for management, upgrading, and exploitation to enhance the value of the Nha Trang coastal area.

In addition, along the beach on Tran Phu Street, there is also Louisiane Restaurant invested by Bien Xanh International Joint Stock Company, with an area of ​​over 4,800m2 ; Sailing Club invested by Eco Company Limited and Hon Tam Nha Trang Sea Joint Stock Company, with an area of ​​over 2,000m2 . Both of these projects were agreed by the Standing Committee of the Provincial Party Committee to cease operations and relocate from the area east of Tran Phu Street after the Urban Concept Design for the area east of Tran Phu - Pham Van Dong Street was approved.

Save for the next generation

The relocation of projects to build and connect the coastal park strip along Tran Phu - Pham Van Dong Street was agreed upon by the Standing Committee of the Provincial Party Committee since 2018. In early 2018, after listening to the report of the Provincial People's Committee's Party Committee, requesting approval to adjust the Zoning Plan for the area east of Tran Phu - Pham Van Dong Street, the Standing Committee of the Provincial Party Committee discussed and agreed on the planning scope of about 240 hectares along Tran Phu and Pham Van Dong Streets with a total length of nearly 20km.

Louisiane Restaurant is also subject to relocation.

The Standing Committee of the Provincial Party Committee requested that the Zoning Plan for the eastern area of ​​Tran Phu - Pham Van Dong Street must be stable and long-term, so that the eastern area must be given maximum priority for use as a public park, a place for community activities to serve the people. For public service points in the parks, they must be designed with open, harmonious and convenient spaces for public activities of residents and visitors. Some areas apply beach nourishment technology to create large beaches to serve the people and the community, not for business or commercial purposes.

Mr. Nguyen Tan Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Khanh Hoa province said that for the coastal park east of Tran Phu street and Pham Van Dong street, it is necessary to expand the park, the beach, adjust and complete the park design to make it more convenient for community activities and exchanges; it is necessary to increase the area of ​​the playground with shade trees, reduce the area of ​​grass plots to an appropriate level, add public service facilities... In addition, it is necessary to renovate the current beach to make it safer, cleaner and more beautiful; renovate the landscape architecture of existing service works to participate in providing services for the beach area. At the same time, research and add service works in suitable locations to increase the value and efficiency of the park's service to residents and tourists. The individual construction density of the works can be considered for each location but must ensure that the total construction density of the entire park does not exceed 5%. It can be said that Nha Trang is still beautiful and valuable thanks to the coastal park strip. This area should only serve the community and be reserved for long-term development. Therefore, the determination to preserve the coastal park is to preserve it for future generations.

Architect NGUYEN HOANG - Chairman of the Provincial Architects Association: In recent years, the exploitation of coastal spaces has generally had many shortcomings. The sea-facing space is blocked by restaurants and resorts in the east. Artificial factors gradually overwhelm the natural, hindering people's access, lacking connections between public spaces, significantly affecting the overall beauty of coastal spaces. Recently, provincial leaders have made many efforts to relocate projects and constructions to preserve and develop coastal green belts. This is a correct and timely policy in the context of current urban development in order to resolutely implement the orientation of building Nha Trang into a livable place. The coastal green belt on Tran Phu - Pham Van Dong street is a special type of community communication space and is considered a typical space of a coastal city. Connecting coastal public spaces will bring overall beauty to coastal spaces, create good landscape and living environment values, and attract people and tourists.
