The 17th Provincial People's Council meeting, term 2021

On the afternoon of November 15, at the Provincial Convention Center, the Provincial People's Council, term XVII, 2021 - 2026, held a meeting to resolve urgent work.

Attending the meeting were comrades: Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades of the Standing Committee of the Provincial Party Committee; leaders of the Provincial People's Council and People's Committee; delegates of the Provincial People's Council; leaders of a number of departments, branches, sectors, unions and districts and cities.

Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee and delegates attended the meeting.

At the meeting, the leaders of the Provincial Military Command reported on the approval of the project to build and improve the operational efficiency of the Military Command and the militia forces of coastal communes to meet the requirements of the tasks in the new situation. The leaders of the Department of Planning and Investment reported on the following reports: promulgating regulations on criteria for deciding to conduct bidding to select investors to implement investment projects using land to build urban areas and rural residential areas in Thai Binh province; promulgating regulations on preferential land rent exemption for projects using land for production and business purposes in the investment incentive sectors (investment incentive sectors and occupations) or in investment incentive areas in Thai Binh province according to the provisions of Point a, Clause 1, Article 157 of the Land Law that meet one of two conditions: the project is of the type, scale criteria, and socialization standards prescribed by the Prime Minister or a non-profit project; Approved funding to support the cost of domestic waste treatment for a number of communes and towns in Quynh Phu district to provide domestic waste treatment services from January 2022 to August 2024. The leaders of the Department of Natural Resources and Environment reported on the approval of the list of projects that must change the purpose of land use with rice growing areas according to the planning in Thai Binh province. The leaders of the Department of Construction reported on the issuance of support mechanisms for the implementation of social housing investment projects in Thai Binh province; approved the 1/2,000 scale construction zoning plan for the pharmaceutical - biological industrial park in Quynh Phu district; approved the 1/2,000 scale construction zoning plan for the golf course in Quynh Phu district.

Also at the meeting, representatives of the Economic - Budget Committee and the Legal Committee of the Provincial People's Council presented a report on the results of the examination of the documents submitted at the meeting.

Comrade Le Van The, Head of the Economic - Budget Committee of the Provincial People's Council reported on the examination of the submissions.

Comrade Do Thi Ly, Head of the Legal Committee of the Provincial People's Council, reported on the examination of the submissions.

Based on the submissions and appraisal reports of the Provincial People's Council committees, the Provincial People's Council delegates and the delegates attending the session focused on discussing and objectively and comprehensively assessing the necessity as well as the bases and provisions of current laws of the submissions, ensuring that the resolutions issued are consistent with reality and highly feasible.

At the meeting, the Provincial People's Council delegates voted to pass 8 resolutions on socio-economic development, including 1 resolution on military projects, 4 resolutions on policy mechanisms, 2 resolutions on planning projects and 1 resolution on changing the purpose of using rice-growing land in the province.

Speaking at the closing session, comrade Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council affirmed: This is an important session to promptly consider and decide on suddenly arising issues, creating favorable conditions for the direction and management of socio-economic development of the Provincial People's Committee as well as promptly resolving urgent local issues under its authority.

In order to effectively implement the resolutions passed by the Provincial People's Council, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council requested the Provincial People's Committee, all levels, branches, localities and units in the province to focus on propagating and fully and promptly disseminating the resolutions to the people and businesses, helping people and businesses to quickly access the mechanisms and policies while creating high consensus in implementation; strengthening inspection, examination and supervision work, on that basis promptly detecting and overcoming limitations and difficulties in the process of organizing and implementing the resolutions.

Comrade Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council spoke at the meeting.

Emphasizing the significance of the 1/2,000 scale construction zoning plan for the pharmaceutical - biological industrial park in Quynh Phu district and the 1/2,000 scale construction zoning plan for the golf course in Quynh Phu district for investment attraction as well as budget collection of the province, the Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council requested the Provincial People's Committee to direct the relevant departments and branches to do a good job of guidance, on that basis, organize the serious and effective implementation of the issued regulations, mechanisms and policies; resolutely clear the land; select capable investors so that the projects can soon come into operation.

The Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council also requested all levels, sectors, localities, units and people to continue to uphold the spirit of responsibility, solidarity, creativity, unity, promote patriotic emulation movements, strive to well implement the tasks and solutions of the local Party Committees and authorities to successfully and comprehensively implement the socio-economic development goals and tasks in 2024.

1. The Resolution stipulates the criteria for deciding to conduct bidding to select investors to implement investment projects using land to build urban areas and rural residential areas in Thai Binh province.

2. The Resolution stipulates the preferential regime of land rent exemption for projects using land for production and business purposes in investment incentive sectors (investment incentive industries and trades) or in investment incentive areas in Thai Binh province as prescribed in Point a, Clause 1, Article 157 of the Land Law that meet one of two conditions: the project is of the type, scale criteria, and socialization standards prescribed by the Prime Minister or a non-profit project.

3. Resolution promulgating a support mechanism for implementing social housing construction investment projects in Thai Binh province.

4. Resolution approving funding to support domestic waste treatment costs for a number of communes and towns in Quynh Phu district to provide domestic waste treatment services from January 2022 to August 2024.

5. Resolution approving the project to build and improve the operational efficiency of the Military Command and militia forces of coastal communes to meet mission requirements in the new situation.

6. Resolution approving the 1/2,000 scale construction zoning plan for the pharmaceutical - biological industrial park in Quynh Phu district, Thai Binh province.
