The meeting reviewed and approved 14 Resolutions on: Adjusting the medium-term public investment plan of the State budget for the period 2021 - 2025 and 2024; Regulations on social assistance policies for other disadvantaged groups in the province; Regulations on the authority to decide on the purchase of assets for science and technology tasks using the State budget, the purchase of goods and services for science and technology funding sources under the management of the province; Regulations on the number, standards, and policies for commune-level agricultural extension workers, rural and hamlet agricultural extension collaborators in the province; General planning of Dien Bien Phu city, Dien Bien province until 2045; Amending and supplementing a number of articles of Resolution No. 21/2020/NQ-HDND dated July 15, 2020 of the Provincial People's Council stipulating the collection, exemption, reduction, collection, payment, management and use of a number of fees and charges in the province; Stipulating criteria for deciding to conduct bidding to select investors to implement investment projects using land in Dien Bien province; Stipulating land policies for ethnic minorities living in the province; approving the percentage (%) for calculating land rental prices, land rental prices for underground construction, land rental prices for land with water surface in the province; approving the expected capital demand for the medium-term public investment plan for the period 2026 - 2030, Dien Bien province; approving the investment policy for the project of Experimental Farm and Aquatic Seed Production in Dien Bien province...
At the meeting, the Provincial People's Council dismissed Mr. Phan Van Thong, former Chief Inspector of the province, from the position of Member of the Provincial People's Committee for the 2021-2026 term due to retirement. At the same time, Mr. Vui Van Nguyen, Chief Inspector of the province and Mr. Lo Van Cuong, Director of the Department of Agriculture and Rural Development, were elected as members of the Provincial People's Committee for the 2021-2026 term. Mr. Ha Cam Hong was dismissed from the position of Deputy Head of the Economic - Budget Committee of the Provincial People's Council, term XV, for the 2021-2026 term due to a job transfer.
In his closing speech, Chairman of the Provincial People's Council Lo Van Phuong emphasized: With the spirit of working urgently, seriously, democratically, and with high responsibility to voters and people of the whole province, the 16th session has completed all the contents and programs set out. The Provincial People's Council unanimously passed 14 resolutions; these are important decisions, policies, and measures, which are the legal basis for all levels and sectors to promptly implement legal documents of higher levels, perform management and operation functions and the goals and tasks of socio-economic development, and ensure national defense and security in the province. To promote the effectiveness of the decisions, the Provincial People's Committee, all levels and sectors of the province are requested to promptly develop plans and organize the implementation of the resolutions of the Provincial People's Council. The Provincial People's Council delegates are requested to promptly inform voters about the results of the session and strengthen supervision of the implementation of the resolutions.
