The 16th session of the Provincial People's Council adopted 14 resolutions.

Chairman of the Provincial People's Council Lo Van Phuong delivered the closing remarks at the session.

The session reviewed and adopted 14 resolutions on: Adjusting the medium-term public investment plan using state budget funds for the period 2021-2025 and 2024; Regulations on social assistance policies for other disadvantaged groups in the province; Regulations on the authority to decide on the procurement of assets for science and technology tasks using state budget funds, and the procurement of goods and services for science and technology funds under the province's management; Regulations on the number, standards, and policies for commune-level agricultural extension workers and rural agricultural extension collaborators in the province; and the General Planning of Dien Bien Phu City, Dien Bien Province until 2045. Amendments and additions to several articles of Resolution No. 21/2020/NQ-HĐND dated July 15, 2020, of the Provincial People's Council stipulating the collection, exemption, reduction, payment, management, and use of certain fees and charges in the province; Regulations on criteria for deciding on bidding to select investors to implement investment projects using land in Dien Bien province; Regulations on land policies for ethnic minorities living in the province; Approval of the percentage (%) for calculating land lease prices, land lease prices for underground construction, and land lease prices for water surface land in the province; Approval of the projected capital needs for the medium-term public investment plan for the period 2026-2030 in Dien Bien province; Approval of the investment policy for the Dien Bien Province Aquatic Seed Production and Experimental Farm project...

Permanent Vice Chairman of the Provincial People's Committee Pham Duc Toan presented the draft resolution.

At the session, the Provincial People's Council dismissed Mr. Phan Van Thong, former Chief Inspector of the province, from his position as a member of the Provincial People's Committee for the 2021-2026 term due to retirement. Simultaneously, they elected Mr. Vui Van Nguyen, Chief Inspector of the province, and Mr. Lo Van Cuong, Director of the Department of Agriculture and Rural Development, as members of the Provincial People's Committee for the 2021-2026 term. They also dismissed Mr. Ha Cam Hong from his position as Deputy Head of the Economic and Budget Committee of the Provincial People's Council, 15th term, 2021-2026, due to a transfer of duties.

In his closing remarks at the session, Chairman of the Provincial People's Council Lo Van Phuong emphasized: With a spirit of urgency, seriousness, democracy, and high responsibility to the voters and people of the entire province, the 16th session has completed all the planned content and programs. The Provincial People's Council unanimously approved 14 resolutions; these are important decisions, policies, and measures, providing a legal basis for all levels and sectors to promptly implement legal documents from higher levels, perform their management and operational functions, and achieve the goals and tasks of socio-economic development and ensure national defense and security in the province. To maximize the effectiveness of these decisions, the Provincial People's Committee and all levels and sectors of the province are requested to promptly develop plans and organize the implementation of the resolutions of the Provincial People's Council. Provincial People's Council delegates are requested to promptly inform voters about the results of the session and strengthen supervision of the implementation of the resolutions.
