At the session, reporting on several issues regarding the preparation for the 6th Session of the 15th National Assembly , the Secretary General of the National Assembly and Head of the National Assembly Office, Bui Van Cuong, stated that the Government had proposed adding the following contents for the National Assembly to consider and decide upon:
(1) Pilot application of investment support policy in high-tech fields; (2) Application of supplementary corporate income tax according to global tax base erosion regulations; (3) Pilot application of some policy mechanisms to remove obstacles in some laws related to investment in road transport construction projects;
(4) The collection of tolls on state-invested highways; (5) One law amending multiple laws to resolve obstacles in some related laws in order to mobilize resources for production and business, serving growth;
(6) Adjusting some contents of Resolution 53/2017/QH14 on the Feasibility Study Report of the Long Thanh International Airport Land Acquisition, Compensation, Support and Resettlement Project; (7) National Marine Spatial Planning; (8) Implementation of the 2023 financial plan and projected 2024 plan of non-budgetary financial funds managed by the Central Government;

(9) Some specific policy mechanisms applied to investment projects using increased revenue and savings from central budget expenditures in 2022 and the use of increased revenue and savings from central budget expenditures in 2021 allocated to the socio -economic recovery and development program to implement the policy of supporting housing rent for workers with remaining funds;
(10) National target program on the development of Vietnamese culture and people; (11) Approval of the United Kingdom's accession to the Comprehensive and Progressive Trans -Pacific Partnership Agreement (CPTPP).
Regarding the above-mentioned contents, Mr. Cuong said that up to now, the Government has only sent the documents for contents (1), (2), (3) and (6), of which contents (1), (2) and (6) have been scheduled for consideration by the Standing Committee of the National Assembly at this September 2023 session.
Currently, these contents have been included in the planned program of the 6th Session; while content (3) is being prepared by the Economic Committee for research and verification to be submitted to the Standing Committee of the National Assembly for comments at the October 2023 session, so it is proposed not to include it in the planned program when sending it to National Assembly deputies for comments.
Based on the conclusions of the Standing Committee of the National Assembly, if the dossier meets the requirements, it will be submitted to the National Assembly for consideration and decision on these matters at the 6th Session.

Following the September 2023 session, the Standing Committee of the National Assembly has given its opinion on most of the session's agenda items, including a second round of comments on the draft Law on Land (amended) and the Law on Social Insurance (amended). Issues related to socio-economic development, the state budget, reports on voter recommendations, and other important matters will be discussed by the Standing Committee of the National Assembly at its October 2023 session.
Due to the large volume of content to be presented to the National Assembly at the 6th Session, with many difficult and complex issues, in order to ensure that National Assembly deputies have sufficient time to thoroughly study the documents, the Standing Committee of the National Assembly is requested to continue directing relevant agencies to urgently finalize the content and send it to National Assembly deputies on time; at the same time, continue to publicly disclose the list of relevant agencies that are late in sending the session documents.
The National Assembly is expected to have a total working time of 25 days; opening on October 23, 2023 and closing on the morning of November 29, 2023, including three Saturdays. The National Assembly will convene at the National Assembly building. The session will be conducted in two phases.
Phase 1 is 20.5 days: From October 23rd to the morning of November 16th, 2023; Phase 2 is 4.5 days: From November 24th to the morning of November 29th, 2023 .
