The Departmentof Education and Training of Da Nang said that regarding the incident of excellent students in grades 10 and 11 in the 2022-2023 school year signing to receive a bonus of 200,000 VND/student but only receiving 20 notebooks that occurred at Thai Phien High School (Thanh Khe district), the Department of Education and Training has responded to the reflection on signs of wrongdoing by Mr. Nguyen Ba Hao, the school's principal.

Previously, on March 20, the Department of Education and Training received a complaint from citizens about the Principal of Thai Phien High School allowing 654 excellent students in grades 10 and 11 in the 2022-2023 school year to sign to receive a bonus of 200,000 VND/student, but they received 20 notebooks.

Parents and students said that each notebook they received had a retail price of 6,000 VND and if converted to money it was less than 200,000 VND, parents wanted to receive the remaining amount after deducting the cost of the notebook.

The school then did not have a satisfactory answer, causing frustration for parents and students for a long time.

Responding to a complaint in June, the leaders of the Department of Education and Training of Da Nang concluded that the Principal of Thai Phien High School had excellent students sign to receive cash of 200,000 VND each but only gave notebooks, which was not in accordance with the payment records.

The Da Nang Department of Education and Training also said that the school did not bid through the national bidding network. The principal decided to buy the notebooks.

Therefore, the Department of Education and Training of Da Nang requested the principal to return 138.4 million VND to students who signed for money but only received notebooks; requested the school to stop rewarding students with cash but discovered objects.

More violations revealed

Also according to the Department of Education and Training of Da Nang, from 100 million VND, which is an uncontrolled source of funds used to purchase assets, teaching equipment, and make minor repairs to facilities, the principal spent more than 95 million VND to paint classrooms and fences.

It is worth mentioning that the construction contract stated 3 layers of Nippon paint, but in reality it was 1 layer of Pluto paint.

In addition, the Da Nang Department of Education and Training discovered that the school had made mistakes in declaring but not paying teachers for grading semester exams and participating in professional training.

Regarding the expenditure for the emulation achievement coefficient for the title of excellent performance, the principal also spent on the wrong subjects according to the regulations in the internal spending regulations in 2023 with an amount of more than 31.2 million VND.

In addition, in December 2022, the principal also wrote an open letter publicly calling for funding to organize the school's 60th anniversary celebration in September 2023.

The appeal raised more than 1 billion VND, but the school only accounted for operating expenses and reported more than 300 million VND, not including more than 750 million VND in the final report.

According to the Da Nang Department of Education and Training, the accountant did not advise on the above expenditures. The treasurer spent money according to the principal's approval and there were no payment vouchers for these items. In addition, for expenditures from funding sources of more than 300 million VND, more than 140 million VND was spent not according to plan.

According to Mr. Nguyen Ba Hao, Principal of Thai Phien High School, the school is implementing related remedies as directed.

Absolutely do not let it affect the new school year.

On August 23, the Department of Education and Training of Da Nang issued a press release about the incident at Thai Phien High School.

In particular, the Department of Education and Training of Da Nang stated that it had issued a document requesting the Principal of Thai Phien High School to urgently overcome shortcomings and limitations, and report to the department the specific roadmap and implementation results.

When the Principal of Thai Phien High School takes steps to overcome the limitations and has a full report, the Department of Education and Training of Da Nang will take the next steps in accordance with regulations.

During this time, the Department of Education and Training of Da Nang has requested the Principal of Thai Phien High School and the school's teaching council to focus their efforts on preparing for the new school year, ensuring the material facilities and plans for organizing educational activities, and absolutely not affecting the opening of the new school year for students.
