According to the explanation and comments at the meeting, the Draft Land Price List submitted to the Provincial Appraisal Council is revealing many points that are not consistent with regulations and local reality, and needs to be reviewed and completed before being submitted to the Provincial People's Council for consideration and approval.

Specifically, according to Article 18 of Decree 71/2024/ND-CP of the Government , the land price list must be built according to area and location. However, the current draft only builds land prices according to location, not by region, leading to inconsistencies in prices between land types, especially between favorable and difficult areas, as well as between areas with similar conditions.

In addition, the draft land price list at some locations has been adjusted to increase significantly compared to the current level, but the explanatory report has not specifically assessed the impact on people, businesses, ongoing projects, industrial parks and concentrated commercial areas.

Regarding the content of the draft resolution, the criteria for determining the location of non- agricultural land, the land plot depth coefficient and some other factors for adjusting land prices in the draft are still unclear and inconsistent with current regulations and the reality of the province's areas. Therefore, it is necessary to review, explain specifically, and ensure consistency when drafting a resolution to promulgate the province's land price list after the merger.

At the meeting, representatives of departments, branches and localities requested the consulting unit to supplement supporting data and conduct field surveys to clarify the socio -economic impacts of land price adjustments. Localities also said that the valuation must be close to reality, avoiding the situation of leveling or increasing too high, while ensuring the long-term stability of the price list; the way of calculating, investigating and researching land price development by the consulting unit still has many shortcomings...

In his concluding remarks, Vice Chairman of the Provincial People's Committee Le Trong Yen requested the consulting unit to closely coordinate with the authorities at the commune, ward and special zone levels to review and complete the land price list; the adjustment must comply with legal regulations, accurately reflect market value, and overcome price differences between regions.
