Spreading the spirit of innovation in accountability activities

Voters and people acknowledged and appreciated the first time the National Assembly Standing Committee issued Resolution No. 969/NQ-UBTVQH15 dated January 25, 2024, providing detailed instructions on organizing accountability activities at meetings of the Ethnic Council and committees of the National Assembly. This helps to continue improving the quality and effectiveness of accountability activities, clearly demonstrating the National Assembly's spirit of innovation in the field of supervision.

The conference to implement the above resolution of the National Assembly Standing Committee is also one of the contents that National Assembly deputies, leaders of National Assembly agencies, and Government agencies are very interested in. Through discussion, they all agreed to understand and thoroughly grasp the spirit: accountability is "being able to speak, being able to explain", not "being spoken to, being explained".

Continuing to improve the quality and effectiveness of operations at the meetings of the Nationalities Council and National Assembly committees in accordance with the Party and State's policies, thereby resolving issues arising in practice, after explaining, responsible agencies need to immediately overcome shortcomings, difficulties and obstacles.

For example, since the beginning of the 15th term, the Ethnic Council has conducted two sessions to explain: The results of policy implementation for cadres, civil servants, public employees and salary earners in the armed forces working in areas with particularly difficult socio -economic conditions; the implementation of policies on supporting residential land, production land, and domestic water for poor ethnic minority households and poor households in particularly difficult communes, villages and hamlets.

According to the assessment, these are issues of concern to ethnic minorities; the results of the explanation sessions have brought about practical results. Through the explanation, many proposals and recommendations of the Ethnic Council have been accepted and adjusted by the Government, the Prime Minister, and relevant ministries and branches in the process of building, promulgating, and organizing the implementation of increasingly better, more effective, and efficient ethnic policies...

Through the recent discussion, many recommendations were made on solutions to improve the quality and effectiveness of accountability activities in the coming time. Many proposals were made such as focusing on re-implementing supervision, publicizing information, organizing training for staff, public inspectors, handling according to regulations; time to send reports to ensure the initiative of agencies. The issue of selecting the content of the explanation must be hot, urgent issues that need to be resolved soon or newly arising issues of urgent nature that the public, voters and people are interested in.

Another important content is to deeply understand the main purpose of accountability, in addition to clarifying responsibilities, it is also to jointly analyze and propose solutions to remove difficulties and obstacles in law enforcement practice, effectively overcome them to bring the law into life.

The requirements for the accountability activities are: to draw conclusions, thereby pointing out the signs and potential risks that may arise during the management and responsibility activities of the accountable entity, in order to improve responsibility, quality and efficiency in law enforcement; at the same time, it is necessary to research and organize the monitoring of recommendations and conclusions through the accountability.

For the explanation to be effective, the National Assembly deputies and ministries and branches agreed that there needs to be good coordination between the National Assembly agencies and the agencies under supervision, the relevant agencies, especially the explanation issues related to many fields of many committees. The National Assembly agencies need to use the results of audits, supervision, and criticism of the Fatherland Front and its members, experts, scientists, etc.

Therefore, doing a good job of publicizing accountability activities, providing full and regular information on mass media agencies, as in the spirit of innovation of the recent National Assembly on conclusions, recommendations for accountability in particular and supervision in general, will further improve the quality of activities and the effectiveness of supervision of urgent and practical issues from people's lives.
