According to the National Center for Hydro-Meteorological Forecasting at 10:00 a.m. on November 10, storm Fung - Wong (Vietnamese name is Phuong Hoang) in the eastern sea of the North East Sea. The strongest wind near the storm center is level 13 (134 - 149 km/h), gusting to level 16, moving in the West Northwest direction.
At 10:00 a.m. on November 11, the storm in the eastern sea of the North East Sea with intensity of level 13, gusting to level 16, moving in the Northwest direction at a speed of 10-15 km/h.
Forecast in the next 24 hours, storm Phuong Hoang will change direction to North Northeast.
At 10:00 a.m. on November 12, the storm was in the northeastern sea of the North East Sea with a level 12 intensity, gusting to level 15, moving about 15km per hour and gradually weakening.
Around noon on November 13, the storm in the northeastern sea area of Taiwan (China) was at level 7 intensity, gusting to level 9 and continued to weaken.

Due to the influence of typhoon Phuong Hoang, the eastern sea area of the North East Sea has strong winds of level 8 - 10; the area near the eye of the storm has strong winds of level 11 - 13, gusts of level 16, waves 5 - 8m high, the area near the eye of the storm is 8-10m. The sea is very rough.
The hydrometeorological agency warns that all vessels operating in the above-mentioned dangerous areas are likely to be affected by storms, whirlwinds, strong winds, and large waves.
According to the Japan Meteorological Agency, the strongest wind near the storm's center is currently about 110km/h (level 11). This meteorological agency predicts that the storm may get stronger in the next 24 hours.
At 12 noon on November 11, the strongest wind near the storm's center is forecast to be 144km/h (level 13).
On the morning of November 10, the National Civil Defense Steering Committee issued a telegram requesting the People's Committees of coastal provinces and cities from Quang Ninh to Dak Lak and related ministries and branches to proactively respond to storm Phuong Hoang in the East Sea.
Accordingly, the National Steering Committee for Civil Defense requires coastal localities from Quang Ninh to Dak Lak to closely monitor the storm's developments and strictly manage vessels going out to sea.
The telegram requires localities to organize counting and notify owners of vehicles and captains of ships and boats operating at sea of the location, direction of movement and developments of the storm to proactively prevent it.
