"Listen to farmers" to advise appropriate policies

According to Mr. Huynh Tan Dat, Director of the Department of Crop Production and Plant Protection, the "Listening to Farmers Speak" Forum, which took place on the morning of November 2, is an important channel to synthesize recommendations from farmers' production practices, thereby advising on closer policies and solutions.

On the eve of the Forum of the President of the Vietnam Farmers' Union - Minister of Agriculture and Environment "Listening to farmers speak", talking to the press, Mr. Huynh Tan Dat, Director of the Department of Crop Production and Plant Protection (Ministry of Agriculture and Environment) said that the Forum is an important channel to synthesize recommendations from farmers' production practices, thereby advising on closer policies and solutions.

According to Mr. Huynh Tan Dat, forums for direct dialogue with farmers like this are very meaningful, not only for farmers, where they can directly express their recommendations, thoughts and aspirations to leaders and commanders of the industry, the issues they draw from their own production practices, but also as an important information channel for policy makers and units with advisory functions and tasks like us to have a more intuitive view, thereby proposing solutions and policies that are closer to the production reality of farmers.

According to Mr. Dat, in the first Congress of the Vietnam Fatherland Front recently held, General Secretary To Lam directed that it is necessary to listen more to the people; the Prime Minister also repeatedly requested leaders of ministries, branches and localities to dialogue with people and businesses to promptly resolve difficulties and recommendations from the realities of socio -economic life; and to replicate creative and effective methods. In the context of the country just implementing a two-level government model, dialogues like this are even more necessary.

“The fact that the commanders of the Agriculture and Environment, Industry and Trade sectors, together with the President of the Vietnam Farmers' Union, directly listened to and had a dialogue with farmers also shows the important position and role of farmers in the country's socio-economic development process, because farmers themselves have contributed to the important achievements of the agricultural sector; helping to position Vietnamese agricultural products on the global map. The export figure of agricultural, forestry and fishery products of 52.3 billion USD, trade surplus of up to 16 billion USD in the first 9 months of 2025 has an extremely important contribution from farmers", said Mr. Huynh Tan Dat.

Regarding the recommendations sent by farmers to the forum related to safe and responsible production, Mr. Huynh Tan Dat said that moving towards green, modern and sustainable agriculture is an important strategy of the Agriculture and Environment sector. To achieve this goal, the Plant Protection Department (now the Department of Crop Production and Plant Protection) submitted to the Ministry of Agriculture and Rural Development (now the Ministry of Agriculture and Environment) to issue 3 projects on the use of pesticides, organic fertilizers and integrated management of plant health.

“If we just implement these projects well, we will have a safe and responsible production system, supplying the domestic market and exporting safe and quality agricultural products,” shared the Director of the Department of Crop Production and Plant Protection.

In order for these projects to be implemented effectively, since their approval, the Department of Crop Production and Plant Protection has consulted on reviewing all mechanisms, policies, and legal document systems to encourage organizations and individuals to apply scientific and technological advances. Thereby innovating production processes and technological processes in the production of new generation organic fertilizers and new generation biological pesticides to improve product quality.

Apply technical solutions, training programs, coaching, and guidance. From the industry's system, guide localities and businesses to build a process of preventing harmful organisms with biological pesticides and using organic fertilizers, then replicate it for farmers to raise awareness, apply it synchronously and gradually expand the agricultural production area using organic fertilizers and biological pesticides.

Over the years, the Department of Crop Production and Plant Protection has coordinated with localities and businesses to effectively implement a program on the safe, effective and sustainable use of plant protection drugs, thereby helping farmers raise awareness in the use of plant protection drugs according to the "4 rights" principle.

The Department of Crop Production and Plant Protection has been and will be coordinating with businesses and localities to build and deploy models. Strengthening propaganda, training, and guiding farmers to access the application process and use products in practice. Cooperating with localities and media agencies on the use of organic fertilizers and biological pesticides.

“Recently, we have also signed a memorandum of cooperation with enterprises producing and supplying plant protection products to accelerate the process of introducing biological plant protection products into production at a higher rate; deploying more models so that people have a basis to learn, gain experience, and then replicate. Regarding the issue of managing growing area codes, the Department of Crop Production and Plant Protection is drafting a Decree on managing growing area codes and packaging facility codes, setting strict technical requirements for both growing areas and packaging facilities, from cultivation conditions, traceability records to food safety and pest control; decentralizing the competent authority to issue codes: Provincial level, commune level or flexibly according to local conditions,” said Mr. Dat.

For exported products, code data will be compiled to serve negotiations and inspections as required by the importing country. Code monitoring will be carried out annually, updating the results to the national database system. Local authorities have the right to suspend or revoke codes if violations are detected during the monitoring process or if there is a notification from the importing partner. We also propose to apply codes to the domestic market to gradually synchronize the system, ensure quality and comprehensive traceability. Localities will be required to develop implementation plans, allocate resources and provide training to relevant organizations and individuals.
