Lang Son proactively responds to storm Ragasa

To prepare for the complicated developments of storm No. 9 (storm Ragasa), the People's Committee of Lang Son province issued Official Dispatch No. 2100/UBND-KTCN directing its affiliated agencies and units to proactively deploy prevention, response and overcoming of consequences that may be caused by storms and rains.

Accordingly, the Chairman of the People's Committee and the Head of the Civil Defense Command of communes and wards are required to closely monitor the developments of the storm and prepare response measures; deploy rapid response forces to inspect and review low-lying areas and areas at risk of landslides to proactively evacuate people and property to safe areas; and prepare plans to organize forces to guard, control, and support traffic safety…

In addition, departments and agencies, based on their functions and duties, proactively issued directives; maintained duty rosters, deployed sufficient forces, and promptly coordinated and supported communes and wards in responding to rain and storms; proactively implemented measures to ensure the safety of reservoirs, dams, and production; and strengthened information and communication to keep people informed of developments so they can take timely response measures…

To proactively respond, the Lang Son Provincial Military Command issued an urgent document requesting units to thoroughly understand and strictly implement directives on preventing and mitigating the consequences of storms and floods; regularly monitor storm forecasts, closely track developments, and strengthen inspections and reviews of areas at risk of insecurity.

Units throughout the force are stepping up efforts to publicize and disseminate information about the 112 emergency hotline system to receive reports of incidents and natural disasters to officers, soldiers, and the public in their areas of responsibility.

Typhoon Ragasa is forecast to be very strong, maintaining super typhoon status while operating over the South China Sea and potentially making a direct landfall in coastal provinces from Quang Ninh to Ha Tinh .

Although Lang Son is not a coastal province, forecasts indicate that it will also be within the storm's circulation zone; directly impacted, causing strong gusts of wind, very heavy rain, and posing a potential risk of flash floods, localized flooding, and landslides.

As the Standing Agency of the Provincial Civil Defense Steering Committee, the Lang Son Provincial Military Command always maintains a state of combat readiness, proactively responding to any unusual weather developments.

Following the principle of "four on-the-spot" measures, units under the Lang Son Provincial Military Command have coordinated closely with local authorities to implement preventive measures.

Over 2,000 officers and soldiers from the regular army and militia forces throughout Lang Son province have been mobilized, along with 20 motorboats and rubber boats, and 2,500 specialized life-saving tools and equipment such as rescue vehicles, generators, lifebuoys, and life jackets, ready to participate in rescue operations. The highest priority is to ensure the absolute safety of people's lives and property, preventing any unexpected or passive situations.

The relocation of people and their property was also given top priority. The Regional Defense Command established task forces that went directly to areas at high risk of landslides to encourage people to relocate. Militia forces and local officials were also mobilized to participate.

In addition, officers, soldiers, and militia members from communes throughout the province participated in reinforcing and repairing more than 3,000 houses belonging to the people.

At the same time, specialized task forces are reviewing and reinforcing numerous irrigation works and key roads to ensure smooth traffic flow when the storm hits.

Logistically, the stockpiles have prepared over 500kg of dried food, 5 tons of rice, drinking water, and other essential supplies ready to provide relief to areas that may be isolated.

According to the forecast of the Lang Son Provincial Meteorological and Hydrological Station, due to the influence of Typhoon Ragasa, from the night of September 24 to the end of the night of September 26, Lang Son province will experience heavy rain, with some areas experiencing very heavy rain accompanied by thunderstorms and strong gusts of wind.
