Provincial People's Committee leaders worked with the working delegation of Jeju Provincial Marine Sports Association

On the afternoon of December 27th, Mr. Nguyen Long Bien, Standing Committee Member of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee, held a working session with a delegation from the Jeju Marine Sports Association (South Korea), led by Mr. Park Seong Jae, President of the Jeju Marine Sports Association, regarding the International Kiteboarding Center Project in Ninh Thuan ; some aid and support from the Association in the fields of health and education; and cooperation in sending Ninh Thuan province workers to Jeju province for seasonal work.

Based on the proposals of the Jeju Marine Sports Association delegation at previous working sessions, the Provincial People's Committee has directed relevant departments and localities to address the following issues: researching investment in the construction of an international kiteboarding center in Ninh Thuan; signing a cooperation agreement between the Association and relevant units in Ninh Thuan province to organize annual international kiteboarding competitions; providing funding for the construction of an outdoor library and teaching equipment at Thanh Hai 2 Primary School; proposing the establishment of a Rotary Club in Ninh Thuan and providing an ambulance to Ninh Thuan province; and supporting the temporary employment of Ninh Thuan province workers in Jeju.

Comrade Nguyen Long Bien, Standing Committee member of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee, delivered a speech at the working session.

Specifically, the proposed International Kiteboarding Center Project in Ninh Thuan is to be implemented in the My Hoa beach area, Vinh Hai commune (Ninh Hai district). The land for the project is consistent with the Provincial Planning approved by the Prime Minister in Decision No. 1319/QD-TTg dated November 10, 2023, and is in line with the land use planning (commercial and service land), the district's regional construction planning, and the general construction planning of Vinh Hai commune (identified as tourism land). Based on land law regulations, the project falls under the category of land acquisition by the State according to Clause 26, Article 79 of the 2024 Land Law and is subject to land use right auction as stipulated in Clauses 1 and 2, Article 125 of the 2024 Land Law, which regulates cases of land allocation and land lease through land use right auction. The project essentially meets the requirements for preparing an application for approval of investment policy as stipulated in Clause 2, Article 33 of the Investment Law.

During the meeting, delegates exchanged views and clarified the issues proposed by the Jeju Provincial Marine Sports Association delegation, especially regarding the implementation of the International Kiteboarding Center Project in Ninh Thuan, so that the Provincial People's Committee can direct relevant departments, agencies, and localities to handle and resolve the matter promptly and in accordance with regulations.

Concluding the meeting, the Vice Chairman of the Provincial People's Committee acknowledged and highly appreciated the goodwill of the Jeju Marine Sports Association; and expressed his hope to continue receiving attention and support from the Association and to act as a bridge to invite Korean investors and businesses to explore, connect, and cooperate to promote investment and development. He emphasized that Ninh Thuan province will direct relevant departments, agencies, and localities to continue accelerating the process of handling and resolving issues of concern to the Association; in particular, striving to complete the steps to select an investor to implement the International Kiteboarding Center project in Ninh Thuan by June 2025 in accordance with the law; and next week, will seek the opinion of the Standing Committee of the Provincial Party Committee to accept the aid for Thanh Hai 2 Elementary School sponsored by the Association and the Jeju Voice Radio representative agency…
