On October 9, the Provincial National Assembly Delegation held a consultation conference to collect opinions on the draft Law on Public Investment (amended), the Law on Management and Investment of State Capital in Enterprises, and the Draft Law on Electricity (amended) to be submitted to the 8th Session of the 15th National Assembly (phase I). Comrade Do Thi Lan, Vice Chairwoman of the National Assembly's Committee on Social Affairs; Nguyen Thi Thu Ha, Deputy Head of the Provincial National Assembly Delegation, chaired the conference.

The draft Law on Public Investment (amended) with 5 new policy groups contributes to fundamentally removing existing problems, limitations, obstacles, and bottlenecks arising in the implementation of the Law on Public Investment 2019; regulations on decentralization, delegation of authority, ensuring clear people, clear work, clear responsibilities for easy inspection, urging, supervision, evaluation, meeting the requirements of management and use of public investment resources to implement three strategic breakthroughs, especially infrastructure breakthroughs in the new situation.
The Draft Law on State Capital Management and Investment in Enterprises aims to concretize the Party's guidelines and policies; resolve difficulties and obstacles in the implementation of Law No. 69/2014/QH13. At the same time, perfect the institution, stabilize the legal environment for State capital investment in enterprises; create a complete and stable legal environment and corridor for State capital management and investment in enterprises; mobilize and promote all resources of the State economic sector in general, and State enterprises in particular, for socio-economic development.
The Draft Law on Electricity (amended) aims to perfect the legal regulations on electricity, institutionalize the Party and State's guidelines and policies, and the National Assembly's resolutions on developing a socialist-oriented market economy, and enhance national competitiveness. At the same time, it contributes to building and developing the electricity sector in accordance with the country's socio-economic development conditions; ensuring the State's unified management of electricity activities, promoting decentralization and delegation of power.

At the conference, delegates focused on discussing and highly appreciated the elaborate and thorough preparation of the draft Laws before advising the Government to submit them to the National Assembly. At the same time, they participated in clarifying and supplementing many important contents for projects on scope and adjusting applicable subjects such as: Principles, conditions, forms of investment, arrangement of public investment capital structure; adjustment of preferential loans from foreign donors; removing regulations on changing investment policies, postponing public investment projects...; planning for power development, plans for developing provincial power grids; developing renewable energy and new energy power; regulating specific electricity prices...
The provincial National Assembly Delegates highly appreciated the opinions and contributions of the delegates at the conference. Many enthusiastic opinions and new contents will significantly contribute to the National Assembly amending the draft Laws to ensure unity, constitutionality and legality. The provincial National Assembly Delegation received and classified the opinions to synthesize and send to the drafting agencies of the draft Laws to be submitted at the 8th Session of the 15th National Assembly.
