Implementing the policy of merging and rearranging 2-level administrative units, Quang Ninh arranged 171 units into 54 commune-level administrative units including: 30 wards, 22 communes and 2 special zones: Van Don, Co To. Thereby, reducing 117 units, reaching 66.67% in accordance with the Central's direction.
Quang Ninh is currently piloting the two-level local government model in the entire province until June 30. From the actual operation, the province and wards and communes will learn from experience, remove difficulties, obstacles, and limitations, promptly make reasonable adjustments, and ensure that the two-level government, especially the commune level, operates smoothly from the official operation date of July 1, 2025.
Along with preparing the best conditions in terms of facilities, headquarters, equipment, staff, civil servants, etc. for the stable operation of commune-level authorities, Quang Ninh also directed localities to review, arrange, and plan solutions for handling and using surplus public assets and headquarters.
Before the merger and arrangement, Quang Ninh had a total of 376 working offices at the district and commune levels. After the establishment of the 2-level government, the number of offices that continue to be used is 228, the surplus is 148 (123 offices will not continue to be used, 25 other options are proposed).
After the arrangement and merger of commune level, the abolition of district level government, the plan to handle the surplus and unused properties, houses, and land was implemented by Quang Ninh, proposing to handle them according to 2 plans: Prioritizing the conversion of functions to medical andeducational facilities, and use for other public purposes of the locality; Transferring houses and land to organizations with the function of managing and trading houses of the locality for management and exploitation. Quang Ninh province has also issued guidelines on the work of reviewing, inventorying, evaluating the quality and usage needs of surplus properties and headquarters.
To contribute to the stable, smooth and convenient operation of the two-level government, the Ministry of Finance requires provinces and cities to promptly complete the handling of surplus public assets before July 1, 2025. By June 30 at the latest, district-level administrative agencies must complete the handover of headquarters, public assets and related documents to the competent receiving unit. The handover aims to avoid disruption of state management, limit asset loss and ensure that public service provision is not affected. After receiving, the responsible agencies will prepare documents to submit to the provincial People's Committee for a decision to hand over the assets to the management and use unit. From July 1, 2025, the newly formed provincial People's Committee after the merger and consolidation will inherit all the powers and responsibilities of the old provinces and cities. Surplus housing and land facilities assigned to land fund development organizations or local housing management units must be put into exploitation and used in accordance with regulations to avoid waste and vacancy.
With the review and detailed statistics of public assets and surplus headquarters, along with specific instructions on handling and usage plans, it is certain that Quang Ninh in general and the communes and wards after merger and arrangement in the province in particular will promptly and effectively manage and use surplus assets and headquarters, avoiding waste.
