Provincial Labor Federation deploys tasks for 2025

This morning, December 30th, the Quang Tri Provincial Federation of Labor (LĐLĐ) held a conference to summarize its activities in 2024 and plan for 2025. Vice Chairman of the Provincial People's Council Nguyen Tran Huy and Vice Chairman of the Provincial People's Committee Le Duc Tien attended.

In 2024, the Provincial Labor Union set 13 targets; the results showed that 12 out of 13 targets were achieved or exceeded, including 7 targets exceeded, 5 targets met, and 1 target not yet achieved. Regarding the 7 targets committed to the Provincial Party Standing Committee, these were achieved or exceeded (6 targets exceeded, 1 target met). For the targets committed to the Vietnam General Confederation of Labor, 15 out of 17 targets were exceeded or achieved, and 2 targets not yet achieved.

In 2024, the Provincial Labor Federation established 29 grassroots trade unions and professional unions with 2,646 members. The evasion and arrears in social insurance, health insurance, and unemployment insurance contributions continue to occur, significantly impacting the rights of workers. Currently, 334 businesses owe 30 billion VND in social insurance contributions; 24 grassroots trade unions in the business sector have dissolved or ceased operations; and 31 grassroots trade unions are facing difficulties due to businesses operating at a reduced capacity. Four businesses owe wages to 167 workers, totaling 311 million VND; and the number of union members in the business sector has decreased by nearly 1,808.

The work of caring for and protecting the legitimate rights and interests of union members and workers has been emphasized. Focus has been placed on negotiating and signing collective labor agreements (CLAs) in newly established enterprises with grassroots trade unions and renewing expired CLAs. As a result, 26 CLAs were signed for the first time, and 70 CLAs (amended and supplemented) were renewed.

During the Lunar New Year of the Year of the Dragon 2024, trade unions at all levels provided support to 14,622 union members, totaling 6.1 billion VND. The Provincial Federation of Labor Unions supported the construction of 33 "Trade Union Shelters" worth nearly 1.2 billion VND, and 5 official housing units for teachers in mountainous areas, worth 1.1 billion VND. Campaigns and emulation movements promoting initiatives, technical improvements, and increased labor productivity developed widely, resulting in 3,652 initiatives and experiences, and 737 projects and products implemented by union members and grassroots trade unions.

Regarding the direction and tasks for 2025, the Provincial Labor Union has determined: To strive to complete and achieve the targets assigned by the Vietnam General Confederation of Labor on membership development and establishment of grassroots trade unions; at least 92% of enterprises and units with trade union organizations will have signed collective bargaining agreements; over 200 grassroots trade unions in the enterprise sector will have activities in response to the Workers' Month and the "Tet Reunion" program...

Speaking at the conference, Vice Chairman of the Provincial People's Council Nguyen Tran Huy acknowledged and highly appreciated the achievements of the Provincial Labor Union in 2024. He requested the Provincial Labor Union to continue researching and proposing effective solutions to overcome existing problems and limitations so that trade union activities can achieve even better results.

Regarding the issue of outstanding social insurance contributions and unpaid wages to workers, the Provincial Labor Union needs to proactively coordinate with relevant departments, agencies, and businesses to address this problem. In addition, the Provincial Labor Union and the Labor Unions of districts, towns, and cities should closely monitor and support businesses to understand their advantages and difficulties in production and business operations, thereby ensuring effective coordination in protecting the rights and interests of workers.

Focus on improving organizational work and streamlining subordinate trade union levels, initially by simplifying the internal apparatus at the Provincial Federation of Labor and local industry trade unions in accordance with the directives of the Vietnam General Confederation of Labor and the Provincial Party Committee.

On this occasion, the Vietnam General Confederation of Labor awarded emulation flags to 2 collectives and certificates of merit to 9 collectives and 16 individuals; the Chairman of the Provincial People's Committee awarded certificates of merit to 5 collectives and 5 individuals; and the Provincial Confederation of Labor awarded emulation flags to 13 collectives with many achievements in building strong trade union organizations in 2024.
