Law on Thrift and Anti-Waste overcomes the situation of 'No one cries for public property'

Giving opinions on the draft Law on Thrift and Anti-Waste (TK, CLP) at the 49th session of the National Assembly Standing Committee on the morning of September 22, the majority of opinions said that the draft Law has institutionalized the Party's policies and guidelines on TK, CLP, in accordance with the Constitution, basically ensuring unity and synchronization in the legal system.

Presenting the Government 's Report on the Law on Savings and Wastefulness, Deputy Minister of Finance Ho Sy Hung said: The Law on Savings and Wastefulness aims to implement the Party's guidelines and orientations and the State's policies on practicing savings and wastefulness in the current period and promptly overcome the limitations and shortcomings of the current Law on Practicing Savings and Wastefulness. The development of a draft Law on Savings and Wastefulness to replace the Law on Practicing Savings and Wastefulness is extremely necessary.

The scope of regulation of the Law on Accounting and Budgeting is expected to cover all areas that need to prevent and combat waste, specifically: This Law regulates accounting and budgeting in the management and use of public finance and public assets; organization of apparatus and management and use of labor in the state sector; management, exploitation and use of resources and energy; production, business and consumption activities of organizations, households and individuals. In addition, the draft Law also clearly states the principle: The implementation of accounting and budgeting must comply with the provisions of this Law and other relevant laws, ensuring consistency and unity in the legal system.

In order to improve the effectiveness of thrift and cost-effectiveness work in the coming time, towards building a culture of thrift and cost-effectiveness, ensuring "practice of thrift in all sectors, all professions, all cadres, party members and people" according to the direction of General Secretary To Lam , the draft Law has added a number of major contents, namely: Adding principles to ensure waste prevention and combat in the entire process of policy making, drafting and monitoring law enforcement. Accordingly, the draft Law clearly stipulates the principles of ensuring thrift and cost-effectiveness in the entire process of policy making, drafting and monitoring law enforcement in order to promptly detect bottlenecks and propose solutions, ensuring consistency and unity with the Party's policies and guidelines.

Supplementing the regulation on "National Day of Thrift and Anti-Waste" as May 31 every year. At the same time, assign the Government to specify in detail the organization and implementation of "National Day of Thrift and Anti-Waste" to ensure effective implementation (Article 7 of the draft Law). At the same time, the draft Law also assigns the Government to specify the construction, updating, maintenance, exploitation and use of the national database on energy and waste management. Supplementing regulations to encourage enterprises, organizations, households and individuals to implement energy and waste management measures in production and business activities, including: Investing in research and application of solutions, initiatives, scientific and technological improvements, and innovation; Optimizing production processes, increasing labor productivity, reducing waste in production and business; Using energy-saving products, means and equipment using renewable energy; Applying other measures and solutions that effectively save energy and waste management.

Reviewing the Government's Submission, Chairman of the National Assembly's Economic and Financial Committee, Phan Van Mai, said: The Standing Committee of the Economic and Financial Committee agrees with the necessity of promulgating a Law to replace the Law on the Practice of Accounting and Bookkeeping stated in the Government's Submission. The draft Law has institutionalized the Party's policies and guidelines on Accounting and Bookkeeping, in accordance with the Constitution, basically ensuring unity and synchronization in the legal system. The draft Law dossier was carefully prepared, with complete dossier components according to regulations.

The Standing Committee of the Committee recommends that the drafting agency continue to review and fully institutionalize the Party and State's viewpoints and policies on budget and budget execution; comply with Article 56 of the 2013 Constitution on the scope of budget execution and budget execution; be consistent with Vietnam's socialist-oriented market economy and the country's socio-economic development conditions and goals; shift from the mindset of "cost saving" to the mindset of "effective use of budget and resources" based on output results; and increase the accountability of leaders.

The provisions in the draft Law must fully reflect the changes in name, including the subjects, scope of regulation, principles, policies, measures for saving and combating waste; ensuring consistency with the policies proposed in Submission No. 505/TTr-CP dated June 11, 2025.

Participating in giving comments on the draft Law on Accounting and Budget, Deputy State Auditor General Bui Quoc Dung suggested carefully considering and reviewing the wording in Clause 3, Article 4, which states: “Waste is the management, exploitation, and use that is not in accordance with the norms, standards, and regimes issued by competent state agencies, or the management and use that is ineffective, does not achieve the set goals, or creates barriers to economic and social development, and misses development opportunities for the country.” Mr. Dung said that it is necessary to review the wording in this clause.

Vice Chairman of the National Assembly Tran Quang Phuong said that wasting resources is wasting time, human resources, and opportunities to invest in developing the country's economy. There is a state of indifference when seeing wasteful projects and tasks like "No one cries for public property". Previously, the Law lacked specificity, showing a "copying" of the Party's policies and guidelines, the State's laws into the draft law... Therefore, this time the law must institutionalize the regulations to facilitate implementation.

"There are "copied" regulations and standards that lead to waste and thus violations of the Law on Accounting and Auditing. Therefore, it is necessary to review the role of people's supervision. In this Law, the role of people's supervision is not mentioned in the draft Law," said Vice Chairman of the National Assembly Tran Quang Phuong.

The implementation of TK and CLP must be given top priority, improving efficiency in practicing thrift. Review the regulations and provisions of agencies and units in implementation as stated in the law; request the law drafting committee to pay attention to fully absorb the issues mentioned in the review report of the Economic and Financial Committee...
