The slow handover of the site has caused many items of the Ho Chi Minh road project in two sections: Chu Market - Trung Son Intersection and Rach Soi - Ben Nhat, Go Quao - Vinh Thuan to not meet the schedule.
Regarding the construction status of the Ho Chi Minh Road project from Cho Chu to Trung Son Intersection, the Ministry of Construction said that in the construction of two construction packages, contractors are constructing culverts, digging and filling roadbeds, intersections, etc. The actual output has reached more than 10% of the contract value.
The slow handover of the site has significantly affected the construction progress of some component projects on the Ho Chi Minh Highway (Illustration photo).
According to the assessment, the construction progress of many items has not met the requirements. The main reason is that the locality has been slow in handing over the site.
The report shows that, up to now, localities have handed over land for a length of more than 19km, reaching 66%. In particular, site clearance work in Tuyen Quang province is still slow (only about 8km has been handed over out of a total length of nearly 17km).
The scope of the site the contractor received is not continuous. Some locations are still blocked by 22kV power lines and technical infrastructure works have not been relocated.
The slow handover of land is also one of the main reasons why the Ho Chi Minh road project, Rach Soi - Ben Nhat and Go Quao - Vinh Thuan sections, has not achieved the expected progress.
According to the report, to date, localities have handed over nearly 48km (nearly 92%).
The project still has about 4.5km of unfinished land, technical infrastructure relocation, and unfinished resettlement construction. The need for compensation, support, and resettlement funds is exceeding the total investment by about 330 billion VND. The Ministry of Construction is carrying out procedures to adjust the project's investment policy.
In addition to the site bottleneck, the project also lacks about 1.8 million cubic meters (loose blocks) of sand to complete the embankment work. Of this, about 1.4 million cubic meters must be brought to the construction site in March 2025 to complete the main line loading work, meeting the completion schedule by the end of this year.
Maintaining the construction pace, the project is making the most of commercial sand sources, but the capacity has not met the requirements.
Regarding stone materials, the project is still short of nearly 410,500m3 of various types of stone. The Ho Chi Minh Road Project Management Board has registered the material needs with the Departments of Natural Resources and Environment of the provinces: Dong Nai, Kien Giang, An Giang, Binh Duong and worked with the mine owners.
However, due to the huge demand for key national projects being implemented in the region, the supply for the project is still very limited and cannot meet the demand.
To ensure the source of construction materials, the Ministry of Construction directed the Ho Chi Minh Road Project Management Board to continue working with the People's Committee of Tien Giang province to speed up the licensing procedures for Hoa Hung 1 sand mine, complete preparations to deliver sand materials to the construction site in March 2025; Work with local authorities of Kien Giang province on granting sea sand mines according to a special mechanism, striving to complete procedures in March.
The Project Management Board is also assigned to work with relevant agencies to receive support in terms of source, volume, and capacity of aggregate to serve the project according to registered needs.
The Chu Market - Trung Son Intersection project has a total length of nearly 29km, passing through 2 provinces: Thai Nguyen (more than 12km), Tuyen Quang (nearly 17km). According to the design, the route is invested in a level III mountainous scale, 2 lanes, 9m roadbed width, design speed 60km/h. The total investment is 1,665 billion VND.
Rach Soi - Ben Nhat, Go Quao - Vinh Thuan project has a total length of nearly 52km.
The starting point is at Km 0+00 (about Km 88+540 - QL61) in Chau Thanh district, Kien Giang province. The ending point is at Km 61+673 (about Km 65+100 - QL63) in Vinh Thuan town, Vinh Thuan district, Kien Giang province.
The project is invested in level III delta scale, 2 lanes for motor vehicles, roadbed width 12m. Total investment is more than 3,900 billion VND.
The two projects are scheduled to be completed in 2025.
