"A war must be won in all battles."

Presiding over the July 2024 regular meeting of the Provincial People's Committee, after reviewing the achievements and existing problems that need to be addressed, Chairman of the Provincial People's Committee Do Minh Tuan urged the members of the Provincial People's Committee and leaders of localities and units in the province to strive to better fulfill their assigned tasks. The Chairman of the Provincial People's Committee used the analogy: "In one battle, you must win all the battles."

We can understand that entering 2024 with many difficulties and extremely heavy goals and tasks set for the year of accelerating and achieving the goals of the 19th Provincial Party Congress Resolution is considered a fierce battle with many challenges. It demands the highest level of effort and determination from everyone, readiness to do difficult things, even accepting unprecedented situations, and decisively eliminating existing bad precedents within the public service apparatus and in the conduct and work of officials and Party members... And in reality, we have made great efforts and overcome the limitations of previous years, namely the fear of making mistakes, the disease of shirking responsibility, and avoiding difficult tasks.

The impressive results achieved by Thanh Hoa province in the first six months of the year, ranking among the top in the country, and the continued strong growth in July across many sectors, are clear evidence of the province's determination. These can be seen as "victories" in this crucial battle. As stated by the Chairman of the Provincial People's Committee, Do Minh Tuan, at the meeting: "In July, most sectors experienced good growth. This is a very encouraging result, showing the great determination and efforts of the entire political system, with a significant reduction in the fear of making mistakes, avoiding responsibility, and shirking accountability."

However, with only a little over half of 2024 having passed, the journey to end this "battle" still faces many obstacles and challenges. Some of the emerging issues include an increasing trend in traffic accidents during the first seven months of the year; slow progress in the construction of social housing compared to the set requirements and targets; many projects that have been underway for a long time showing very slow progress; and low disbursement rates for some investors...

In particular, this August we are facing the peak of rain and storms with unpredictable objective factors, while the progress of the Project on relocating and stabilizing the population in high-risk areas prone to flash floods, landslides, and mudslides in mountainous districts during the 2021-2025 period has not met the requirements. Therefore, what the head of the Provincial People's Committee hopes for is that everyone maintains their spirit so that all remaining tasks for the year are achieved, like a great battle where all battles must be won to be complete.

With that spirit in mind, Chairman of the Provincial People's Committee Do Minh Tuan requested that all sectors and localities not be complacent or satisfied with what has been achieved. They must actively and proactively implement comprehensive solutions, overcome all difficulties and challenges, and successfully complete the set goals and tasks.

In response to this demand, departments, agencies, and localities must identify the weaknesses and shortcomings within their respective sectors and localities, and more broadly, across the entire province, in order to provide accurate advice, resolve issues quickly, and ensure maximum effectiveness, so that "One battle must win all battles," as the head of the Provincial People's Committee stated.
