Over the past 24 hours, Hue has received heavy rainfall. Rainfall recorded at Hue station was 306.4mm, Truoi Bridge: 309.4mm, and Thuan An: 467mm. Forecasts indicate that from now until the morning of October 26th, Hue will continue to experience heavy to very heavy rain, with total rainfall generally ranging from 100-300mm, and exceeding 450mm in some areas.

In Phu Ho commune, many areas were flooded to a depth of 1.2m, especially the old Phu Luong area, Dong Di, Tay Ho, Van Giang villages, and provincial and inter-village roads.

By the morning of October 24th, Phu Ho had evacuated 197 households with 542 people to safe locations. More than 200 officials, police officers, military personnel, medical staff, and militia members, along with numerous rescue vehicles such as specialized cars, boats, dump trucks, and excavators, have been mobilized and are ready to respond when needed.

Heavy rains caused severe flooding in 50-60% of the roads in Hoa Chau ward, with water levels reaching up to 80cm in some areas, forcing residents to travel by boat. The ward's People's Committee has erected warning signs and barriers at flooded areas, and deployed personnel to be on duty 24/7 to assist in relocating residents and their belongings.

On the morning of October 24th, 11 schools in the area (3 kindergartens, 5 primary schools, and 3 secondary schools) suspended classes, with some schools conducting online learning. Local authorities also evacuated 28 households with 42 people to safe locations, ensuring the absolute safety of people and property.

The An Cựu Ward People's Committee headquarters was flooded to a depth of approximately 50cm. Ward People's Committee Chairwoman Hoang Thi Nhu Thanh, along with other ward leaders, directly inspected the deeply flooded areas, directed plans for relocating residents, and provided assistance to students renting accommodation and people in dangerous areas. The local authorities have prepared three temporary shelters at the An Dong storm-resistant housing complex, Au Lac School, and the Faculty of Physical Education – Hue University, ready to receive residents when needed.

According to the Hue City Department of Health, as of 7:00 AM on October 24th, the entire city had 4,818 inpatients at medical facilities. Two health stations were flooded: Thuy Thanh Health Station (Huong Thuy district) and Phu Ho Health Station (formerly Phu Vang district). Authorities and the health sector have evacuated 702 pregnant women nearing their due date to safety, and recorded 7 out-of-hospital emergency cases due to accidents at home or work. In complex weather conditions, The Department of Health requires all units to maintain a strict on-call system, have emergency, surgical, and logistical teams ready; have plans to move patients to higher floors in case of flooding; and ensure food safety and hygiene, as well as the proper storage of medical equipment.

Along with the authorities, people in many areas have proactively responded. . The heavy rains in recent days have caused continued flooding in low-lying areas. However, with the spirit of "serving the people," authorities at all levels have been, are, and will continue to stay close to the grassroots, proactively responding to the situation and ensuring the safety of people's lives and property.

On National Highway 49B, many sections passing through Phong Dinh, Phong Phu, and Duong No wards are flooded to a depth of 0.1–0.45m, with some areas reaching 0.4m; some points have been barricaded and closed to traffic. On National Highway 49: a landslide occurred on the embankment at Km23+800 (Cham – Tuan Bridge section), with a risk of further landslides; warning signs have been posted, and only one lane is open for traffic.

On provincial roads (DT), many sections are flooded to a depth of 0.2–0.9m, especially: DT4 (Thu Le – Quang Dien overflow) is flooded 0.9–1m; DT6, DT8A, DT10C, DT17, DT19 have many sections flooded 0.4–0.9m, barricaded and closed to traffic; DT21 is completely eroded and damaged; DT25B is flooded 1.3–1.5m, with a danger warning.

Many streets in Hue City are flooded with water levels of 0.2–0.4m, including Phan Huy Chu, Le Van Huu, Van Tien Dung, Nguyen Lo Trach, Tran Nguyen Han, Tue Tinh, and streets in the An Cuu City area. Trees have fallen, mud and debris have covered the roads, and there have been localized landslides in mountainous areas. Tran Huy Lieu Street (Phu Xuan Ward) suffered a serious landslide of about 50m, with the road surface collapsing, and the road has been closed.
