Prioritize migration, ensure safety in vulnerable areas

Over the past 24 hours, Hue has received heavy rainfall. Recorded at Hue station: 306.4mm, Truoi bridge: 309.4mm, Thuan An; 467mm. It is forecasted that from now until the morning of October 26, Hue will continue to have heavy rain, very heavy rain, total rainfall is generally 100-300mm, in some places over 450mm.

In Phu Ho commune, many areas were flooded up to 1.2m deep, especially the old Phu Luong area, Dong Di, Tay Ho, Van Giang villages and provincial and inter-village roads.

By the morning of October 24, Phu Ho had evacuated 197 households with 542 people to safety. More than 200 officers, police, military , medical, militia and self-defense forces, along with many rescue vehicles such as specialized cars, canoes, dump trucks, and excavators, were mobilized, ready to respond when requested.

Heavy rains caused 50-60% of the roads in Hoa Chau ward to be deeply flooded, with water reaching up to 80cm in some places, forcing people to travel by boat. The ward People's Committee has put up warning signs and barricades at flooded areas, and arranged for forces to be on duty 24/7 to assist in evacuating people and property.

On the morning of October 24, 11 schools in the area (3 kindergartens, 5 primary schools, 3 secondary schools) allowed students to stay home from school, some schools organized online teaching. The locality also evacuated 28 households with 42 people to a safe place, ensuring absolute safety for people and property.

The headquarters of the People's Committee of An Cuu Ward was flooded about 50cm. Chairwoman of the People's Committee of the Ward Hoang Thi Nhu Thanh and the ward leaders directly inspected the deeply flooded areas, directed the plan to evacuate people, and supported students renting accommodation and people in dangerous areas. The locality has prepared 3 temporary shelters at the An Dong storm-proof housing area, Au Lac School and the Faculty of Physical Education - Hue University, ready to receive people when necessary.

According to the Hue City Department of Health, as of 7 a.m. on October 24, the entire city had 4,818 inpatients at medical examination and treatment facilities. The two flooded medical stations were Thuy Thanh Medical Station (Huong Thuy) and Phu Ho Medical Station (old Phu Vang). The government and the health sector mobilized 702 pregnant women nearing delivery to a safe place, recording 7 emergency cases outside the hospital due to domestic and work accidents. Phu Vang Medical Center presently is treating more than 250 patients. BSCKI Nguyen Minh Hung, Director of the Center said : “We have prepared enough medicine and food for 10 days of treatment; at the same time, we have signed a contract to provide safe meals during the flood season.” .

In complex weather conditions, The Department of Health requires units to maintain a strict on-duty regime, prepare emergency, surgical and logistics teams; have plans to move patients to higher floors when flooded; ensure food hygiene and safety and preserve medical equipment.

Along with the authorities, people in many places have proactively responded. . In In Ngu My Thanh village, Dan Dien commune, people have salvaged floating water hyacinth and cleared the flow. Heavy rains in recent days have caused flooding in low-lying areas. However, with the spirit of “serving the people”, authorities at all levels have been, are and will continue to stay close to the grassroots, proactively respond, and ensure the safety of people’s lives and property.

Heavy rain caused flooding and landslides on many traffic routes

On National Highway 49B, many sections through Phong Dinh, Phong Phu, and Duong No wards are flooded 0.1-0.45m deep, and in some places 0.4m deep; some points have been barricaded and vehicles are prohibited. National Highway 49: negative slope landslide at Km23+800 (Cham - Tuan bridge section), risk of further landslides; warning signs have been posted, allowing one lane of traffic.

On the Provincial Road, many routes are flooded 0.2-0.9m deep, especially: DT4 (Thu Le - Quang Dien overflow) is flooded 0.9-1m; DT6, DT8A, DT10C, DT17, DT19 have many sections flooded 0.4-0.9m, have been barricaded, and vehicles are prohibited; DT21 is eroded and completely damaged; DT25B is flooded 1.3-1.5m, warning of danger.

Many routes in Hue City were flooded 0.2-0.4m including: Phan Huy Chu, Le Van Huu, Van Tien Dung, Nguyen Lo Trach, Tran Nguyen Han, Tue Tinh, routes in An Cuu City area... Trees fell, mud and rubbish covered the road, landslides occurred in mountainous areas. Tran Huy Lieu Street (Phu Xuan Ward) had a serious landslide of about 50m, the road surface collapsed, and the road was closed.
