By 2026, digital diplomas will be synchronously deployed for all levels of education.

Huynh Van Chuong, Director of the Department of Quality Management of the Ministry of Education and Training, said that the goal is to complete the issuance of more than 1 million digital diplomas for high school graduation certificates by December 31. This is an important step to synchronously deploy digital diplomas for all levels of education from 2026, including high school, vocational education, university and postgraduate education.

At the recent Workshop on Diploma and Certificate Management (VBCC) and the implementation of digital diplomas and digital certificates,   Director of the Department of Quality Management of the Ministry of Education and Training Huynh Van Chuong said that the Ministry of Education and Training is assigned to preside over and coordinate with relevant ministries, agencies and localities to carry out many important tasks related to the management of VBCC, such as: building a database of digital transcripts and digital diplomas for learners nationwide according to personal identification codes, to be completed in 2025; promulgating regulations and digitizing data on degrees and certificates (priority given to data of citizens born from 1970 onwards), to be completed before December 15, 2025; proposing solutions to use citizen identification codes to identify degrees...

The goal is to complete the issuance of more than 1 million digital diplomas for high school diplomas by December 31, 2025.

According to Mr. Chuong, this is an important step to synchronously deploy digital diplomas for all levels of education from 2026, including high school, vocational education , university and postgraduate education. Digitalization needs to ensure four core criteria: "correct - sufficient - clean - alive", in order to build a highly reliable diploma data system, meet modern management requirements and effectively serve learners.

In addition, the Ministry of Education and Training is also presiding over the amendment and supplementation of three draft laws: Law on amending and supplementing a number of articles of the Law on Education; Law on Higher Education (amended); Law on Vocational Education (amended). The draft laws are expected to be discussed by the National Assembly on November 20, 2025, passed on December 10, 2025 and take effect from January 1, 2026.

Many new, breakthrough regulations on VBCC management have been legalized, such as regulations on digital diplomas and digital certificates; replacing junior high school diplomas with transcripts confirming completion of junior high school program; assigning the authority to grant high school diplomas to principals; supplementing vocational high school diplomas; regulations on granting university education certificates to learners after completing a course or part of the training program...

Mr. Chuong said that the Ministry of Education and Training is urgently completing draft Circulars to ensure timely issuance according to the milestones prescribed by superiors.
