To eliminate the "island" situation when the North-South expressway system does not run through the area, in recent years, Nam Dinh has proactively focused on investing in the construction and synchronous development of traffic infrastructure to create favorable conditions for attracting domestic and foreign investment.
Remove traffic "bottlenecks"
For a long time, Nam Dinh was a locality with low efficiency in attracting investment and socio-economic development, partly due to "bottlenecks" in the transport infrastructure system.
The area has an "oasis" status when the North-South expressway system does not run through it, a number of important traffic infrastructure projects have not been implemented or have just started construction, the intra-provincial traffic system, especially the intra-district traffic system, still has many small-scale roads, narrow roads, and the area has many rivers (Red River, Day River, Ninh Co River, Dao River, etc.) which limits the locality's regional connectivity.

To remove "bottlenecks", Nam Dinh has determined that transportation must go one step ahead, creating a premise for the implementation of socio-economic development goals. Over the past 10 years, Nam Dinh has proactively focused on mobilizing many investment resources to build and synchronously develop transportation infrastructure, especially road infrastructure to attract domestic and foreign investment.
Thanks to that, Nam Dinh province has been investing in the construction of a series of new key traffic infrastructure projects such as: Development axis connecting the marine economic zone with the Cau Gie - Ninh Binh expressway; Tan Phong bridge; Thinh Long bridge; Ben Moi bridge, Dong Cao bridge; upgrading provincial roads 485B, 487B, 488B, 488C; Day - Ninh Co canal project under the Northern Delta transport development project; new road Nam Dinh - Lac Quan - coastal road, connecting Truc Tuan - Yen Dinh, Lac Quan - Ngo Dong; the completed road connecting both sides of the North - South expressway in the East has connected the inter-regional Nam Dinh province to Ha Nam ; new road Nam Dinh city - Nam Dinh marine economic development axis (the bypass route to reduce the load on National Highway 10) has been adjusted and supplemented in planning in accordance with the reality of socio-economic development.
After completing the bridges, the planned traffic routes will open up space for coastal urban development such as Thinh Long, Quat Lam, Rang Dong and industry, especially the marine economic zone of Nam Dinh province connecting with the national traffic route of the North-South expressway. It will contribute to promoting the rapid formation of economic zones with specialized functions according to the planning orientation of the province and positive effects on trade and socio-economic development of the province.
Projects using ODA loans such as the rural road project 3 in Nam Dinh province have implemented 31 works. The project of building people's bridges and managing local road assets LRAMP has completed the first year plan with 13 routes, the second year with 10 routes and is implementing the third year plan with 12 routes.
In addition, the province has directed Nam Dinh districts and cities to be investors in implementing many projects to renovate and upgrade traffic works from provincial roads, district roads, commune roads, inter-commune roads, and rural roads.
The province has coordinated with the Ministry of Transport to renovate, upgrade and build 437.7km of expressways, national highways and provincial roads, with a total investment of about 18,870 billion VND; mobilized resources in the province to renovate, upgrade and build 8,422km of rural roads; renovate, upgrade and build 7,239 bridges and culverts; 100% of communes and towns have asphalted or concreted car roads to the commune People's Committee headquarters; 4,216.9km of village roads, most of which have a road surface width of 3.5-5m have been paved with asphalt and cement concrete at about 83%.
Investment attraction efficiency
Speaking with Giao thong Newspaper, Mr. Dinh Xuan Hung, Director of Nam Dinh Province Department of Transport, said that in order to gradually invest in building and completing the province's transport network according to the plan, Nam Dinh province has prioritized and mobilized many sources to invest in building, renovating and upgrading the province's transport infrastructure.

The completed projects put into operation have promoted investment efficiency, shortened the distance from the southern districts of the province to the center of Nam Dinh city and neighboring provinces, contributing to connecting economic zones such as the development axis connecting the marine economic zone with the Cau Gie - Ninh Binh expressway.
"In the coming time, a number of projects will continue to be invested in, such as the project to build a new road route Nam Dinh - Lac Quan - coastal road, connecting Truc Tuan - Yen Dinh, Lac Quan - Ngo Dong, the project to build the expressway route Ninh Binh - Nam Dinh - Thai Binh - Hai Phong, Ninh Cuong bridge, Song Hao bridge, the project to build a bridge over the Day River connecting Ninh Binh province and Nam Dinh province on the expressway route Ninh Binh - Nam Dinh - Thai Binh - Hai Phong... creating favorable conditions for attracting domestic and foreign investment," said Mr. Hung.
According to Mr. Hung, the department is currently actively coordinating with departments, branches and localities to speed up the construction progress of a series of key traffic projects of the province and the country such as: Phase II of the development axis road connecting the Nam Dinh province's marine economic zone with the Cau Gie - Ninh Binh expressway; the coastal road section through the province; the bridge over the Dao River... Along with that, the department is also actively advising the province to fully prepare the procedures to deploy the expressway connecting Ninh Binh - Nam Dinh - Thai Binh - Hai Phong, a 27.6km section through Nam Dinh; coordinating with the Ministry of Transport to start construction of Ben Moi bridge and prepare investment procedures for the construction of Ninh Cuong bridge.
"Specific goal by 2030: develop road traffic infrastructure in the direction of focusing on prioritizing investment in the construction of key projects including important national highways, routes with high transport demand, and connecting routes, while continuing to upgrade the existing provincial road system to technical level.
"The determination to concentrate efforts and gradually invest in the transport infrastructure system with focus is the right solution for Nam Dinh to build a solid foundation to achieve the goal of "developing Nam Dinh into a well-off province in the country by 2030" as set out in the Resolution of the Provincial Party Congress for the 2020-2025 term and the Provincial Planning for the 2021-2030 period, with a vision to 2050," said Mr. Hung.
The transport infrastructure system has been built, upgraded and increasingly improved, contributing to promoting the socio-economic development of Nam Dinh. In particular, 2022 is also a memorable year on the PCI Index rankings in 2021 when Nam Dinh rose to 24th place out of 63 provinces and cities (up 16 places compared to 2020), in the group of fairly good rankings nationwide. According to the Provincial Competitiveness Index (PCI) ranking report in 2023, Nam Dinh achieved a total of 66.67 points, 1.38 points higher than the previous year; in the group of provinces with the median score nationwide (66.66 points).
